ENTERPRISE CLINICAL PERFORMANCE is charged with effectively implementing, monitoring, and executing on government pay for performance programs with a special focus on Risk Adjustment and HEDIS. ENTERPRISE CLINICAL PERFORMANCE processes on a national level by providing support in all markets served by Optum Care Delivery.
 
This position will be responsible for supporting the National ENTERPRISE CLINICAL PERFORMANCE Initiatives and in the process developing relationships and driving implementation of Risk Adjustment & Quality initiatives across Optum Care Delivery.
 
Primary Responsibilities:

Understand the business and operational program level details to be able to guide and support the Project Manager (s) assigned to different projects under the program umbrella Drive successfully the National level programs to completion utilizing key program delivery skills and critical out of box thinking
Example will be operational program at one CDO level that deals with implementation of Clinical devices across Care Delivery Organizations (CDO)
Adoption of a clinical application across Care Delivery Organizations
These projects may include all SDLC phases or just the implementation phase
Responsibilities include but not limited to overseeing the program level planning for the program, building consensus among stakeholders, help in getting buy ins from stakeholders, understand what documentation need to be produced for the program (technical & business), oversee program execution and delivery on critical milestones needed for completion, proactively look out for risks, be the escalation point for project manager(s), use power of persuasion and sound judgment to create consensus among stakeholders, drive the program forward
Primary contact for ENTERPRISE CLINICAL PERFORMANCE and Care Delivery Organizations at the implementation level
Assumes full Ownership and Management of ENTERPRISE CLINICAL PERFORMANCE and Care Delivery Organization deliverables as they relate to Risk and Quality Initiatives
Operational Project and Program management and implementation on a national level
Embrace and be the champion of ENTERPRISE CLINICAL PERFORMANCE Service Delivery model
Develop, communicate and implement program/project risk/issue management plans and strategies

Working in a matrix environment to drive efficiencies through influence
Seeks ways to improve job and operational efficiency and makes suggestions as appropriate
Takes ownership of the process and provides constructive information to minimize problems and increase market satisfaction
Partners with Care Delivery leadership teams and Optum management across markets to coordinate execution and implementation in all markets
Ensure activities are appropriately integrated into the strategic direction, as well as the mission and values of the company

Requirements

Required Qualifications:

Undergraduate degree or equivalent experience
7+ years of solid Program Management experience and successful program level delivery
Good understanding of Project Management methodology and best practices
Previous experience in successfully delivering on Operational projects in a matrix environment
Good understanding of how Scope, Resource, Budget, Quality and Time impacts a project and be able to proactively manage them along with identifying Risks and putting in mitigation steps
Ability to work independently and in a team environment to deliver on Clinical Risk and Quality initiatives
Ability to influence and work with internal and external stakeholders/resources to move projects and programs forward and overcome any challenges
Strong personality with a keen sense of ownership and accountability and a “can do” attitude
Ability to work through any stakeholder challenges and see past the individuals goals to get the team to work towards the program/project overall goals
Serve as the escalation point for the Project Manager
Ability to simultaneously work on multiple projects and help manage project resources
Documentation experience is needed including project plan, business requirements, SOPs etc.
Demonstrated track record of exercising good judgment
Comfortable with report outs and presentation to management
Excellent communication skills both written and verbal.
Good organization and comprehension capabilities with a keen eye on details
Proficiency with Microsoft Office
20% travel
End to End project management experience
Preferred Qualifications:

Familiarity with government pay for performance programs a plus
Prior Health Industry experience.
Six Sigma/PMP certification and/or exposure
