Amgen is seeking a Director of the External Workforce Center who will lead our newly created External Workforce Center (EWC). The Director will report to the Tampa Site Head and will work out of Amgen’s Capability Center in Tampa, FL. At Amgen, our mission is simple: to serve patients. This state-of-the-art center serves as a base for finance, information systems, and human resources professionals to make a meaningful impact at one of the world’s leading biotechnology companies.

The Director of the External Workforce Center will set strategy for, provide leadership to, and oversee the global EWC. As such, the Director will own and execute standardized processes through the Center for the life cycle management of external workers while continuing to grow the presence of the EWC to additional countries and regions as appropriate. The Director will also drive cost reduction, minimize risk, and implement continuous improvement while acting as an important member of the External Workforce Governance Council. Additionally, the Director will be a key escalation point for external worker issues globally while being the process owner for external workforce processes.

The External Workforce Center manages the processes for engaging all types of external workers, including contingent labor / temporary workers, consultants and other project-based workers and outsourced service providers. Thus, the EWC is responsible for sourcing all staff augmentation / temporary labor and some SOW (statement of work) contracts for project-based workers, as well as onboarding and off-boarding all external workers. Additionally, the Center is responsible for delivering cost savings targets, and executing on operational excellence for external worker related processes globally.

Key Activities for the Director include:
Directs reports, as well as owns and oversees the contracts and performance management, service level agreements (SLAs) and key performance indicators (KPIs), for the managed service providers (MSP) for SOW, Staff Augmentation, and Payroll
Develops and delivers global standardization with local considerations for policy and legal compliance
Ensures continuous implementation of Amgen’s transformation plans and objectives
Demonstrates value and savings delivered through program year over year
Ensures the EWC is executing the HR, Procurement, IS, Security and Space Planning strategies
Provides continuous benchmarking to drive best in class offering
Standardizes and automates processes whenever possible and meaningful
Mitigates risk through appropriate classification of external workers
Enforces external workforce policies and recommends policy changes
15% travel can be expected

Basic Qualifications:
Doctorate degree and 4 years of Human Resources and/or Finance and/or Strategic Sourcing and/or Shared Services experience
OR
Master’s degree and 8 years of Human Resources and/or Finance and/or Strategic Sourcing and/or Shared Services experience
OR
Bachelor’s degree and 10 years of Human Resources and/or Finance and/or Strategic Sourcing and/or Shared Services experience
AND
4 years of managerial experience directly managing people and/or leadership experience leading teams, projects, programs or directing the allocation of resources

Preferred Qualifications:
5+ years’ experience working in a leadership capacity running an external workforce program for a large (10K+ employees) global corporation (ideally in Pharma / Life Sciences sector or other regulated industry)
MBA or Master's degree with emphasis in such areas as management, human resources, or finance / strategic sourcing
CCWP certification
Experience with leading global expansion of an MSP / SOW program
Strong familiarity with MSP and SOW program trends and best practices
Experience managing teams that have international responsibilities
Experience with process improvement and key systems such as Fieldglass, Ariba and Workday
Sound knowledge of applicable employment laws, regulations, contracting and business practices related to external workers
Demonstrated ability to handle multiple competing priorities, adapt to ever changing demands, and possess an intellectual curiosity, desire and ability to understand the business.
Strong analytical, problem solving, consulting, and management skills
Outstanding communication and interpersonal skills
Ability to interact with and influence all levels of management, and executives.
Ability to partner well with business and G&A functions
