Summary:
The contractor shall provide consultation support in developing and coordinating positions, plans, and policies, as they pertain to MILDEC and operations security (OPSEC). The contractor shall provide consultation support and expertise to manage the formulation of MILDEC/OPSEC policies and plans related to Department of Defense (DOD) and Special Operations Forces (SOF) activities, and assists in advising on security matters; with emphasis on national, DOD, SOF intelligence; acquisition; Joint MILDEC; tactical deception and deception in support of operational security; SOF operations, Counterterrorism; Countering Weapons of Mass Destruction; and training. The contractor shall participate in special analyses efforts and projects on specific operational issues, and accomplish day-to-day, non-government inherent staff functions for the development and coordination of implementation activities and operations.

Responsibilities:
- Readiness Support. Provide consultation support to integrate plans into detailed Mission Essential Task Lists (METLs) for dissemination; track and monitor METLs through Defense Readiness Reporting System (DRRS); and coordinate with service components and Theater Special Operations Components on the status of account for MILDEC/OPSEC-qualified personnel.

- Lessons Learned, Exercise, and Doctrine Integration Support with J7. Provide consultation support to design exercise and training scenarios for courseware. The contractor shall provide consultation support to collect and verify lessons learned into a central repository, integrate MILDEC/OPSEC requirements, identify MILDEC/OPSEC intelligence shortfalls and gaps, and provide feedback.

- Program Analyst Support. Coordinate with Under Secretary of Defense for Intelligence (USD (I)) and Joint Staff (JS) for SOF enterprise personnel to attend annual programmed and additional mobile training courses. Maintain and update a database of alumni within the SOF enterprise. Document and track alumni after-action reports for USD (I) and JS training. Coordinate and facilitate the input of SOF requirements for submission to the Government for the semi-annual review board. Support development, drafting, and transition of SOF capabilities/training requirements into standing courses. Draft briefings and materials to support SOF training and education activities.

- Authorities and Coordinating Authority Support. Assist in the development, adjustment, assessment, and non-governmental staff task execution of MILDEC tasks assigned to USSOCOM in SecDef-approved MILDEC plans. The contractor shall support other Geographic Combatant Command planning efforts in the areas of counterterrorism and countering weapons of mass destruction (CWMD), as required by USSOCOM.
REQUIRED:
- B. A. or B. S. degree required in any field

- 5 years of work experience directly related to the fields of research, analysis, and/or planning

- Joint MILDEC qualified IAW CJCSI 3211. 01F

- 5 years of experience with MILDEC plans and processes

- 5 years of experience supporting COCOM-level planning and coordination of SOF MILDEC development and employment

- 5 years of experience with strategic and/or operational planning, planning processes, and operational design at the Joint Staff (JS), COCOM and/or regional theater command-level; national and regional strategies, plans, and objectives (e. g., National Military Strategy Defense Planning Guidance, Unified Campaign Plan, etc.); and the full range of SA, and the SOF core activities (e. g., unconventional warfare, counterterrorism, etc.).

- Graduate of a Joint Professional Military Education course, Intermediate Development Course, or interagency equivalent

- Completed at least one JS, COCOM, TSOC, or multi-national staff assignment or provided equivalent contract support

- 5 years of experience staffing documents and activities conducted in support of DOD objectives, and conducting high-priority special assignments involving extensive research and/or analysis

- 5 years of experience with the organization, functions, policy development, and coordination processes of USSOCOM and DOD

- Possesses a current Top Secret clearance with access to Sensitive Compartmented Information
