Overview:

The Galveston Bay Refinery (GBR) is seeking a Project Controls Specialist – Lead Cost Estimator to support the delivery of capital and expense projects.

The Lead Cost Estimator will provide project teams with comprehensive cost estimating support. The Lead Cost Estimator will work closely with Project Management, Engineering, Global Procurement, and Construction personnel to ensure projects are developed and executed so that performance is continuously improved.

The Lead Cost Estimator will report within the Major Projects organization and will support small, medium and major projects. The successful candidate will have previous multi-discipline estimating experience, field construction experience, and a track record of performance delivery.

Responsibilities:

  • Lead the GBR estimating team in delivering the estimating function for the GBR project portfolio.
  • Perform estimate assurance for engineering contractor developed FEL-1, FEL-2 and FEL-3 estimates for midcap, large and major projects; identify gaps and risk areas in cost estimates.
  • Provide rough order of magnitude estimates to evaluate various conceptual alternates and support economic evaluations for small, midcap and large projects.
  • Provide estimating consultancy to project teams and guide them to obtain high quality estimates from their contractors.
  • Coordinate, and perform as needed, the development of FEL-3 estimates for small projects.
  • Ensure engineering contractors remain up to date on MPC/GBR rates and practices.
  • Collaborate with site construction group for all phases of engineering projects.
  • Participate in development of project estimate plans, constructability and material take-off reviews for all projects.
  • Inventory and assess the project controls estimating knowledge area procedures, guidelines, templates, forms and tools, ensuring alignment with corporate policies and procedures. Periodically improve the collection through elimination, enhancement and creation of components.
  • Support benchmarking studies to compare estimates to internal and external metrics, including the interpretation of results.
  • Enhance historical cost databases by assisting with the implementation, collection, data storage, and publishing of project metrics.
  • Perform job walks as necessary to support estimate development.

Qualifications:

Bachelor's degree is required, preferably in Engineering, Construction Management, or Industrial Technology. 10+ years of experience in project controls estimating is preferred. Advanced skills and knowledge of: 1) AspenTech Capital Cost Estimator, 2) AspenTech In-Plant Cost Estimator, 3) Proficiency in MS office products, primarily Excel, Word; Proficiency in MS Access is preferred.
