GCB Data Governance Director

Data is one of Citi's most critical assets, and the quality and management of Citi's data assets is integral to delivering a remarkable customer experience and meeting the bank's objectives.

The Global Consumer Bank (GCB) Data Governance Office (DGO), within In-Business Operational Risk and Controls, is focused on deployment of the Enterprise Data Governance operational model to improve the quality of data used in key enterprise processes.

The GCB Data Governance Director is accountable for the global strategy & execution of best-in-class data quality management and controls programs across Citi's global lines of businesses to ensure data used to operate GCB's products and services and reported to executive management and regulators are fit-for-purpose. This role is accountable for ensuring GCB complies with Citi's Data Management Policy, which is highly visible to key regulators such as the OCC, Federal Reserve Board and NY Fed.

This role serves as a senior executive leader and subject matter expert, envisioning the strategy, roadmap, business case, funding needs and execution across GCB's ecosystem of front end controls, product processors, data warehouses and data flows to corporate functions including Risk, Finance, AML and Compliance. This role is accountable for leading and governing GCB's enterprise-wide data quality improvement strategies such as the enhancement of front-end controls for account opening, driving the quality of a single client ID and 'big data' governance. This role is accountable for the end-to-end data quality management and front, middle and back-end controls ensuring that data is captured accurately during customer onboarding, account opening and maintenance processes.

This role reports directly to GCB's Global Head of the Data Governance Office and Sales Practices Data & Analytics.

The GCB Data Governance Director partners with each Lines of Business and senior Data Governance Leaders (MD and Director levels) in Functions, LOBs & Regions to define & agree on data governance policies, standards and procedures for the organization. This role is accountable for the following GCB annual programs:

  • Data Issue Management and Resolution program across LOBs, Regions, Technology & Chief Data Office & Global Functions (AML, Compliance, Finance, Risk)

  • Rollout of Enterprise Data Management Manager Control Assessment (MCA)

  • Create new or improve front-end controls for GCB's critical business processes such as account opening

  • Strategic management of GCB's thousands of Critical Data Elements (CDEs) and their associated quality requirements

  • Setting goals & objectives for in-business and regional data governance leaders in order to comply with Citi's Data Management Policy (CDMP) and improve the maturity of their respective programs

The GCB Data Governance Director directs and articulates goals and objectives to all Data Governance Leaders in each GCB LOB and Region, on the strategies and plans required to improve data quality in key business processes such as Account Opening, Know Your Customer, for use in marketing, digital and customer experience analytics, and in support of Global Risk, Finance and Compliance processes including CCAR, Basel, Regulatory Reporting and Anti-Money Laundering.

The role frequently presents and influences managing directors and directors across GCB Executive Senior Management, Sr. Data Governance Leaders, Sr. Technology Management and Operations and Citi's Group Chief Data Officer. The role also develops partnerships, influences and drives work with Managing Director and Director level leaders in Global Risk, Finance and Compliance such as Data Governance Officers, Subject Matter Experts and Internal Audit to ensure appropriate First Line of Defense data quality measurement is in place to meet regulatory commitments and expectations.

Position Summary:

  • Develop, implement and monitor GCB's adoption of & compliance with Citi Data Management Policy (CDMP) & Governance Framework. Data being managed is inclusive of Citi's information assets, a strategic and competitive advantage that covers data about our customers, accounts, transactions, balances, contracts, positions that are essential in firm-wide regulatory & management reporting

  • Drive improvements to GCB's front-end data controls at account opening or client onboarding to ensure information is captured accurately and correctly at origination to support management and regulatory commitments and reporting

  • Drives weekly senior executive reviews with GCB Executive Management (Office of GCB CEO) including the Chief Financial Officer, Chief Risk Officer, Chief Technology Officer and Head of Operational Risk & Control

  • Collaborate and influence Citi's Group Chief Data Officer and Finance, Risk, AML and Compliance Data Governance Officers (Managing Directors) on strategy, scope and direction to address data-related regulatory findings and compliance matters that would have significant resource and funding requirements across GCB.

  • Relationship development and management activities including working with Senior Managers (e.g. Managing Directors, Directors) across GCB's regions and businesses, Chief Data Office and Citi's Global Functions to align data quality objectives to other Citi and GCB initiatives. Influence and clarity of vision is required as this role leads the investment of multi-million dollar programs. Develop business cases, budget, track actuals and lead annual business planning in terms of investment and FTE required. Work to integrate data quality investments as part of annual book of work and P&L needs.

  • Lead major policy requirements & initiatives (critical data element quality, issue management & resolution, front-end controls design & implementation, policy compliance) including annual strategy, leadership, setting vision, goals, prioritization and communication of plans and actions that impact all GCB LOBs & Regions and support the global requirements of Finance, Risk, AML, KYC and Compliance functions under regulatory commitments (Matters Requiring Immediate Attention, Consent Orders, Corrective Action Plans).

  • Drives governance of enterprise-wide strategic initiatives such as Single Client ID or the governance of 'big data' on Citi's cloud-based platforms

  • Lead the evaluation and possible adoption of emerging data management & quality technologies in the marketplace that could add significant value to our businesses and functions

  • Program manage a portfolio of global data quality improvement and remediation projects through the entire lifecycle (from Proof of Concept through to full scale production) including business case development, obtaining LOB & Region Head budget approvals, driving technology requirements and prioritization through implementation and sustainability activities.

  • Vendor and technology strategy and management including leading the sourcing, evaluation, selection, onboarding and management of third party consultants to deliver on defined project scope & deliverables. Serve as a senior business resource for technology, vendor and third party resources and have accountability in terms of delivering work according to statement of work scope and budget.

  • Lead complex, multi-year program/projects across multiple LOBs and functions such as finance, risk, compliance and AML to design, deliver and operate new data quality capabilities for GCB as part of regulatory commitments

  • The role will identify and lead efforts to implement or modify necessary policies, procedures and system enhancements to fill current and future Data Governance gaps.

  • Develop and implement Data Governance policies and procedures covering Data Quality, Data Control, and Data Strategy.

Team Management

  • Evaluate organization design (levels, location, status) and develop and implement rationalize approach to support deliverables

  • Talent management, development and retention of US-based direct reports (C14 and C13 levels) and matrix management of India-based (C13 and C12) resources.

  • This role currently manages 5 direct reports and up to 30 cross functional stakeholders across all LOBs, Regions and Function (within and outside of GCB) to develop work plans, goals, objectives, milestones and artifacts. Working with the GCB Data Governance Leaders and teams, this role will be responsible for implementing Data Governance and Data Quality policies, standards, definitions and metrics for critical data across Lines of Business.

  • The role will work with Business, Operations and Technology stakeholders to identify critical business process such as account opening and regulatory reporting, Manager Control Assessments and associated critical data elements, data quality rules & controls, monitoring and related issues management

  • Serve as GCB lead facing off with Global Risk, Finance and Compliance stakeholders to ensure their data needs are met and that data quality issues originating from Consumer business processes are remediated in support of Risk, Finance and Compliance objectives.

  • The role presents and influences the senior operational risk & control officers (Managing Director levels) across LOBs, Operations and Technology to adopt data governance requirements and standards.

  • Collaborate with Data Governance Leaders across the Consumer businesses to identify Data Governance gaps and implement corrective actions as appropriate.

  • Develop and implement a data governance scorecard covering Data Quality, Data Control, and Data Strategy.

  • Direct the day to day work of data governance consultants and data stewards to drive direction and manage progress against specified goals.

  • Provide regular performance and status reports to the required stakeholders and contribute to status meetings.

  • Collaborate with IT/BI teams on required Data Governance IT projects to ensure requirements are met and completed in a timely manner.

  • Create a process to track and monitor critical data elements to identify data issues and to provide insights on identified issues as how they might impact the data and business analysis.

  • Measure effectiveness of Data Governance processes and capabilities.

  • Measure Data Governance Program rollout progress.

Requirements:

  • Proven leadership in the build out and management of large-scale multi-functional programs that require influence and execution across many business, control, risk and technology disciplines

  • Candidates should have 15 years of progressive and diversified banking data management experience, ideally including experience in functional management, organization design, process reengineering, and effectiveness and efficiency initiatives in the financial services or insurance sector. International experience is extremely beneficial. The candidate should have a thorough knowledge of consumer banking operations and control systems as well as an understanding of best-in-class compliance and control methodologies. He/She must be proficient in risk and control analysis and concepts for a full range of products and specialized areas and will be skilled at analyzing root causes of problems and anticipating 'horizon' issues

  • This person may also be required to represent GCB with local & global banking regulators and risk and control thought leaders based on driving leading edge practices or delivering on commitments. He/She will have executive presence and a reputation for building strong relationships with stakeholders and leading teams, both direct reports and in peer/influence models. Effectiveness in working within a large scale and complex matrix organization is essential.

  • Candidates must have effective negotiation skills, a proactive and 'no surprises' approach in communicating issues and strength in sustaining independent views. Strong presentation and relationship management skills are essential. This individual must be an articulate and effective communicator, both orally and in writing, with an energetic, charismatic and approachable style.   • This individual will have proven experience in leading transformational change and in influencing geographically dispersed teams of world-class professionals. Their experience will have been in highly respected diversified institutions with complex and diverse products and customers. He/She will have shown solid career progression within these well respected institutions and proven experience in a role with enterprise-wide scope.

  • 10 years of data quality & analytics work experience preferred, with a direct experience in large-scale databases, data management tools (e.g. Cognos, Qlik, SAS, SQL, Ab Initio etc.) and data processing and warehousing experience (e.g. ETL, Teradata, Oracle, Hadoop-based infrastructure)

  • Proven business management skills such as developing pro-formas and annual planning & execution with Finance, including work planning, technology investment estimates and budget management (plan vs actuals)

  • Strong technical understanding of data architecture, data quality and related technologies along with data quality management principles.

  • Experience with third party data governance capabilities offered by vendors such as Infomatica, IBM and Collibra are desired

  • Data quality business process improvement experience as it pertains to compliance and data quality initiatives.

  • Direct experience in consumer/retail banking or financial services in the area of data management and cross functional work with functions such as Finance, Risk, Compliance, Operational Risk, Technology & Business Management is highly desired.

  • Solid working knowledge of core business functions such as quality management, data management, business intelligence, and information technology.

  • Experience driving large-scale technology-based change initiatives impacting information assets, data flows and regulatory reporting in consumer banking such as retail banking, credit cards, mortgage, investment products, small business and commercial banking.

  • Process design or reengineering experience in key bank functions such as sales, marketing, finance, accounting, risk, product management, operations, technology or compliance.

  • Minimum Bachelor's Degree in any of the following disciplines: Computer Science, Information Technology, Engineering, Math, Economics, Finance

Advanced degree preferred. (Masters or above in fields including such as: Information Systems, Economics, Engineering, Statistics, Operations Research, Mathematics, and Business Administration
