Job Summary
The Office of Justice Programs (OJP) is seeking a Grants Training and Standards coordinator to build and sustain the grants management capacity of the Programs unit. OJP distributes approximately $150M annually in state and federal grant funds to more than 400 community and government partners across Minnesota, supporting crime victim services, criminal justice improvements, and community violence prevention. This position develops and delivers job-specific training for OJP grant managers and grantees, maintains the division's grants management standards, and serves as the division's internal resource for continuous improvement in grants management practice.
The incumbent works independently under direction of the Deputy Director of Programs and collaborates closely with grant unit directors, grant managers, and staff throughout OJP. Responsibilities include assessing training needs and designing curriculum; delivering training through multiple formats including in-person, virtual, and written materials; developing and maintaining onboarding programs for new staff and grantees; drafting and maintaining process documentation; monitoring changes in federal and state requirements and updating standards accordingly; and identifying and recommending process improvements.
Employees may telework up to 50%, depending on the position and the needs of the division.

Qualifications
Minimum Qualifications
Three (3) years* of experience exercising independent judgment and applying specialized knowledge in grant administration, program administration, or closely related field.
Experience must include the following:
- Knowledge of federal and state grant management requirements, including the Office of Management and Budget Uniform Guidance (2CFR Part 200).
- Experience developing, written procedures, guidelines, or instructional materials.
- Experience delivering training or technical assistance to professional audiences.
- Ability to interpret and apply federal, state, or organizational laws, regulations, policies, standards, or compliance requirements to ensure program or operational compliance.
- Strong written and oral communication skills sufficient to explain complex compliance requirement to diverse audiences.
- Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
*An associate degree may substitute for six (6) months of experience and a bachelor’s degree may substitute for one (1) year of experience.
Preferred Qualifications
- Experience administering or monitoring state or federal grants in a government setting; familiarity with Minnesota state grant management requirements and processes.
- Experience developing grant management training curriculum or compliance training programs
- Developing, revising, maintaining, or implementing standards, procedures, process documentation, or program guidance materials to support consistent operations and continuous improvement.
- Experience working with grantees including non-profit organizations, local governments, or tribal governments.
- Experience identifying and implementing process improvements in a grants management or compliance environment.
- Knowledge of adult learning principles and instructional design
- Ability to manage multiple projects, assignments, or program activities simultaneously while independently prioritizing workload, exercising sound judgment, and meeting deadlines.
Physical Requirements
Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
