The Senior Technical Program /Project Manager (PM) is responsible for ensuring the effective and efficient management of a technical program including multiples projects, operations and subcontractors including the assurance of schedule, overall achievement of outcomes, results and deliverables to support the business in delivering the contract requirements. Serves as a liaison between clients and the Product owner to drive enhancements and provide feedback. Works with the product sales team to develop new opportunities within clients' implementations. Manages PnL. Responsible for account management.
Essential Job Duties:
•Responsible for management and day to day oversight of the assigned area partnering with project business units as necessary
•Ensure consistency and compliance with all company and program business rules as well as performance standards
•Oversee the quality and timeliness of contractually-required reports and deliverables
•Participate with project and executive management to establish strategic plans, objectives, initiatives, and work plans
•Work with project and executive leadership to develop performance goals and objectives for the project and staff, and monitors the achievement of those goals
•Identify any potential problem areas, recommend solutions, and work closely and cooperatively with the client to resolve issues quickly and fairly
•Provide direction to team members and resolves problems in a timely and professional manner
•Facilitate communication on project status, to include applicable corrective and preventive actions to leadership
•Follow processes and operational policies to ensure project budgets and related financial schedules meet corporate requirements
•Oversee Subcontractor performance, provide status reports and assessments to the PMO
•Develop, modify and execute project policies, ensuring all project team members are in compliance
•Assist with issues and risk management, and participates in mitigation and contingency actions to address the risks
•Create and sustain an environment that motivates high performance, recognize and reward excellence of individuals and teams
•Perform other duties as assigned by leadership
Education and Experience Requirements
•Bachelor's Degree from an accredited college or university required; Master's Degree preferred
•At least seven (7) years of related work experience required
•At least seven (7) to ten (10) years' experience with Federal programs
•Knowledge of Application Operations and Maintenance and ITSM practices and principles
•Knowledge of Federal contracting process
•Demonstrated ability to successfully manage teams serving different functions
•Broad applied knowledge and experience with methods and standards of IT application development and program service delivery
•Deep knowledge of and expertise in applying project management methodology, tools and techniques, software development methods and approaches and operational service delivery methods and practices
•Expert working knowledge of and expertise in risk management and governance, configuration management, disaster recovery and quality assurance
•Broad knowledge of IT and competency profiles for effective team mobilization and resource assignment for projects
•Expertise in working with subcontractors to meet contract goals and objectives
•Strong communication and negotiation skills including the ability to negotiate priorities, resources, etc.
•Experience in Microsoft Office products required
•PMI Project Management Professional (PMP) Certification required
• Experience with Siebel preferred
•ITIL Certification preferred
•Excellent organizational, written, and verbal communication skills
•Ability to perform comfortably in a fast-paced, deadline-oriented work environment
•Ability to work as a team member, as well as independently
•COTS Case Management experience required
•HHS experience preferred
- Bachelor's degree with 7+ years of project management experience.
- Delivers multiple projects with high values and high risk.
- Provides leadership for the project team to ensure that the project is delivered to specifications, on time and within budget.
- Develops innovative methodologies, techniques, and criteria for projects
- Facilitates the tracking and resolution of issues impacting projects.
