Demonstrate understanding of the rationale behind QRIS (Quality Rating Improvement System) standards and local and state requirements for early care and education programs serving young children ages 0 - 12.Informing, adapting, and following Data Collection data collection protocols and procedures which include tailoring data collection to individual site needs.Responsible for project management, coordinate site visits, corresponding with study participants, disseminate and collect study related activities and materials, monitor and track files and documents, and maintain study information electronically.Responsible for administering Institute materials/sessions, presenting to large groups, and creating session materials and presentations.All study activities, both in the field and on site at Cultivate Learning, will be conducted in a reliable, valid and confidential manner per human subjects, IRB and existing Data Collection expectations.Meet established reliability rates on all assigned assessment instruments (for example, classroom and individual child assessments).Meet and maintain established reliability rates on all assigned assessment instruments.Maintain reliability on the Environment Rating Scale (ERS) measures at or above 85%.Maintain reliability on the Classroom Assessment Scoring System (CLASS) measures at or above 80%.Meet and maintain reliability on the Quality Seal at or above 80%.Meet and maintain reliability on Engagement in Classrooms Data Collection tool (ECDC).Present at and attend trainings and meetings with Cultivate Learning central staff and regional data collection team. Attend trainings and meetings with Cultivate Learning central staff and regional data collection team.Complete data collection and coding for each ERS and CLASS; or Quality Seal and ECDC observation and upload the data according to protocol within one day of each visit.Review program, personnel, classroom and curricular files of supporting materials and document detailed information needed to justify coding decisions.Use independent judgment in the field to solve emergent research problems that arise during data collection.Apply scientific knowledge of standardized assessments, coding for reliability, child development and early learning and care environments gained through formalized training to help inform Early Achievers scoring criteria.Other duties as assigned.

Cultivate Learning is funded by the Department of Early Learning, as well as through generous support by the Bill and Melinda Gates Foundation. Currently, Cultivate Learning is involved in the Washington State Quality Rating and Improvement System (QRIS) standards initiative, Early Achievers, the Expanded Learning Opportunities Quality initiative (ELO QI), and other projects in support of quality learning programs in Washington State and beyond.
Cultivate Learning has an outstanding opportunity for a Data Collector. The Data Collector will be responsible for performing data collection on both the Expanded Learning Opportunities Team (ELO) and the Early Achievers Data Collection team. This position be a hybrid data collector and will be trained on both ELO and Early Achievers processes and measures and will work closely with both teams to ensure that data collection is timely and efficient. They will visit before and after school programs participating in the ELO QI, and early learning providers who are participating in Early Achievers to collect data. This data will inform Washington State's QRIS Early Achievers standards. Applicants should reside in the King, Pierce, or Thurston County area.
This position has the challenge of collecting data as efficiently and objectively as possible within the constraints and comfort level of individual providers and acting as a liaison between the individual providers and the project team. They need to use independent decision making to score for the Early Achievers Quality Standards and the assessments that inform those standards. This position will be independently responsible for the coordination and planning efforts of each quarterly phase of the research project(s), will be expected to participate in the development of research designs and revisions to data collection processes and overall reliability, and are responsible for composing and editing technical reports, publications, and presentations.
Research Activities (72%):
Data Administration (28%):Complete data collection, and coding within allotted time schedule for each observation and across the quarter as a whole as indicated by the Community Liaison in coordination with the Scheduling Lead.Responsible for the quality checking process of assessments, data quality control, and composing reports to the providers.Complete data collection and coding for each assessment and submit the data according to project procedures and protocols.Report questions about data collection to appropriate supervisors.Maintain appropriate decorum and demeanor when interacting with providers and children.Other duties as assigned by Supervisor, Assessment Leads, or Community Liaisons.
Requirements:Bachelor's degree or higher preferred, with significant coursework in early childhood education and care, child development and learning, early childhood assessment, elementary education, and/or family systems AND 2-3 years' experience working with children in an early learning or school-age care environment.Ability to follow rigorous data collection protocols and procedures.Ability to be flexible in meeting Cultivate Learning scheduling needs.Experience with data entry, working with databases, paperwork management, and working within project deadlines.Knowledge of and experience with child assessments and program assessments.Ability to work with people of various racial, ethnic, and socioeconomic backgroundsAbility to maintain confidentiality.A valid driver's license and willingness to travel for up to 4 consecutive days to Eastern Washington.Candidates must reside within their assigned region.Strong written and verbal communication skills.Strong organizational skills.Ability to work effectively in a team environment.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
