Performs moderately complex (journey-level) professional administrative, policy, and workforce analysis and coordination. Work involves coordinating, developing, implementing, monitoring, and assisting with departmental workforce; serving as a liaison between applicants and hiring managers within the Chief Financial Officer Department; reviewing financial and workforce systems and procedures, human resource-related training and guidance, and preparing and maintaining policy and procedure manuals to enhance operational efficiency and effectiveness. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(40%) Provides support to hiring managers in the selection and hiring process. Develops and writes department job descriptions as needed, directs posting efforts, conducts applicant screening, coordinates interviews, conducts reference checks and prepares offer letters. Develops screening questions, screening criteria, and interview questions. Completes new staff onboarding. Serves as a liaison between applicants and hiring managers.
(25%) Develops training materials, conducts and tracks Division staff training, and provides guidance on workforce-related issues including hiring, promotion, and separation.
(10%) Uses tools such as tables, charts, graphs, bullet points, PowerPoint presentations, to organize and present detailed or complex information. Tailors written communications to effectively reach the intended audience.
(10%) Performs a wide variety of specialized and responsible position control functions including position classification; document tracking and processing; position related budget management, records management; and entering data change requests into the Budget and Position Control System.
(15%) Monitors and reviews current department workforce-related organizational, procedural, or operational systems for effectiveness, efficiency, to ensure they conform to established guidelines. Prepares and distributes department workforce-related reports. Communicates issues with CFO staff.

Initial Selection Criteria:
Bachelor's Degree with coursework in Business, Human Resource Management, Finance, Accounting, or Statistics. Experience and education may be substituted for one another.
Experience in preparing job postings and applicant screening tools.
Experience in writing job descriptions.
Experience with analysis involving human resources, budget, financial, or statistical data.
Demonstrated ability to use computer applications including, but not limited to, Microsoft Excel, Word, Access, Visio, and PowerPoint.
Ability to assess, interpret, and communicate financial and/or workforce/human resource data.
Ability to communicate effectively.
Ability to maintain confidentiality.
Experience tracking documents.
Prefer Texas state government experience.
