    Job Description


    The Research Specialist V within the Center for Analytics and Decision Support (CADS) performs highly advanced (senior-level) research and analysis work. Work involves measuring and monitoring CADS performance goals related to business and analytic processes in support of HHS programs and external stakeholders; statistical analysis and reporting of HHS-related data; and assisting with external data sharing processes and the dissemination of data. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

    Essential Job Functions:
    Analysis of CADS business-related performance goals and objectives. Builds and maintains dashboards based on CADS performance measures and communicates results with CADS and Office of Performance leadership. Develops new measures. Disseminates results in Office of Performance reports and on an ad hoc basis. 35%

    Plans and/or conducts advanced analysis and reporting of HHS-related data, including administrative areas and projects requiring cross-division collaboration. Develops and implements research methods and analytical procedures; assesses validity of statistical methods and/or procedures for appropriate application; applies advanced statistical methods to health and human services related data; coordinates project design, planning, statistical analysis, and/or reporting; and writes advanced scripts and code.

    Assists the CADS contract manager in the development of data sharing agreements by determining the availability of requested data elements; prepares data for dissemination. 25%

    Other duties as assigned. Some travel may be required. 5%

    Knowledge Skills Abilities:
    Knowledge of scientific research methods, statistical techniques, mathematics, and their application to research and analysis.
    Knowledge of the various Texas Health and Human Service (HHS) programs.
    Knowledge of the various Texas Health and Human Services data.
    Knowledge of local, state and federal laws related to HHS programs.
    Knowledge of computer programming principles, spreadsheet macros, and database design.

    Ability to manage, manipulate, and analyze complex databases.
    Ability to plan, organize, and conduct data analytic projects.
    Ability to gather, correlate and analyze facts.
    Ability to develop and interpret statistical data charts, maps, and tables.
    Ability to evaluate and interpret policies and procedures.
    Ability to maintain detailed and organized documentation of data analytic projects.
    Ability to prioritize workload with competing deadlines.
    Ability to exercise independent judgment and show initiative.

    Skill in using SAS, SPSS, SQL, R, Business Objects, Cognos, Tableau, or other statistical, graphical, or business intelligence tools.
    Skill in developing and maintaining interactive dashboards.
    Skill in using EXCEL or other spreadsheet software.
    Skill in graphical, tabular and geographical presentation of data.
    Skill in verbal and written communications.

    Initial Selection Criteria:
    A minimum of four years college level education or graduation from an accredited college or university in social and behavioral sciences, natural sciences, or related field. Master's degree or higher preferred. Experience analyzing data using computer software package applications including, but not limited to, SPSS, SAS or SQL. Four or more years work experience with collection, analyses, and/or dissemination of data. College level education and work experience may substitute for each other, up to four years. Work experience with collection, analyses, and/or dissemination of health and/or human services data is preferred.
