Northrop Grumman Space Systems Sector is seeking to hire a Manager 2, Program Control on our Cost Management team in Azusa, CA.
The Manager will be responsible for supporting programs in the Military and Civil Space (M&CS) area across the Strategic Space Systems portfolio.
Duties and responsibilities of the 'Manager, Program Control' position include, but are not limited to:
Manage a team of Program Cost Analysts and Program Financial Planning
Midyear and Year End performance write-ups and reviews of Program Cost Analysts
Effectively mentor and coach employees with varying levels of expertise and background. Promote professional development, foster a cooperative culture that sustains the momentum around employee engagement, innovation and continuous improvement
Providing consistent guidance to responsible Program Cost Analysts supporting various programs on compliance and processes & procedures
Provide technical expertise & ensure appropriate training in the areas of Earned Value, Estimates at Completion (EAC's), Baseline schedules, Forecasting and Cost & Schedule Risk Management;
Ensure adequacy of processes through review & update; monitor process metrics; resolve policy conflicts.
Responsible for providing adequate resources to Business Managers by evaluating staffing needs, recruiting & deploying talent, providing office resources & identifying appropriate tools for the staff.
Support the development of employees by establishing development plans, facilitating rotational assignments, developing objectives for performance management, coordinating the sector's reward and recognition programs and supporting Engagement Action Plans.
Implement best practices as prescribed by industry/company to include, but not limited to:
o IPMR DI-MGMT-81861
o NDIA EIA-748 32 Guidelines
o Earned Value Management Systems (EVMS)
o Audit readiness (Internal Audit(IA), Third Party, External (DCMA JSR))
Create presentation content and present to all levels of leadership
Support, analyze and assist in the preparation and review of Annual Operating Plan (AOP) and Long Range Strategic Plan (LRSP). Detailed support and analysis of revenue forecast and departmental budgets. Detailed support and analysis of balance sheet forecasts and the associated cash flow forecasts. Ability to quantify actual results versus forecasts.
Bachelor's Degree in Finance, Business Administration, or a related discipline
5 years of industry related experience with progressive leadership responsibilities
2+ years of leadership experience
In depth technical knowledge of financial disciplines such as Earned Value (EV), EAC's, Baseline Schedules, and Cost & Schedule Risk Management
Experience on an Earned Value (EV) level 1 program
In depth knowledge of financial statements (awards, sales, OM, receivable), financial forecast planning, SOX, & AOP
Ability to obtain & maintain a DoD secret clearance (US Citizenship Required)
MS Degree in finance, business, or related discipline
Current & active DoD secret clearance or higher
IPMR/CPR formats & IBR expertise
