    The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the (Insert Functional Job Title Here) position within Access and Eligibility Services (AES), Finance and Contract Operations (FCO) Division.     Contract Specialist II manages Community Support contracts such Primary Home Care/ Family Care/ Community Attendant Services, Home Delivered Meals, Emergency Response Services, Adult Foster Care, Assisted Living /Residential Care and Day Activity and Health Services involving recruitment, procurement, development, evaluation, fiscal monitoring, services control, and other contract compliance activities. Analyzes and is responsible for budget utilization to maximize usage of regional funds. Reviews program compliance to ensure that state and federal guidelines are followed. Provides orientation and technical assistance to providers, regional staff, and community groups concerning community support contracts. Serves as a liaison between contract agencies and department staff regarding issues and problems.

    Essential Job Functions:
    Attends work on a regular and predictable schedule in accordance with HHSC leave policy and performs other duties as assigned. All employees hired under this job posting are required to work the hours of 8AM to 5PM for the first six months of employment. Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibilities, and the needs of the team. However, alternate work schedules are not guaranteed.

    Develops, initiates, and manages complex contracts providing a broad range of services. Monitors contractor performance for compliance with federal and state requirements including follow-up monitoring for corrective action and investigates complaints/inquiries in accordance with federal and state regulations and program policies and procedures. Produces and maintains monthly expenditure reports and monitors funds availability. Provides orientation to staff, providers and other agency staff and the community. Provides complex technical assistance to others on policies, procedures, rules, regulations, standards, or requirements. Communicates verbally and in writing with others to provide, exchange, verify information, answer inquiries, address issues, or resolve problems and complaints.

    Knowledge Skills Abilities:
    Knowledge of Community Supports program policies, rules and regulations. Skill in training and instructing. Ability to interpret policies, procedures, and regulations. Ability to problem solve and mediate. Ability to effectively communicate orally and in writing. Ability to organize workload and set priorities. Ability to work in a team environment.

    Registration or Licensure Requirements:
    Certification as Certified Texas Contract Manager (CTCM). Certification completion required within one (1) year of employment.

    Initial Selection Criteria:
    Experience in interpreting policies, rules and regulations of State and/or Federal laws. Knowledge of Community Supports Programs. Experience in making decisions based upon interpretation of federal and state laws. Ability to travel 75%.

    Office location is Houston, Texas. Contract management duties will require extensive travel locally and some overnight travel to perform assigned duties. As an employee, it will be necessary to have a valid Texas Driver License to perform duties.
