    OptumServe is seeking a Managing Consultant to join their VA/DOD consulting team in Falls Church, VA. The VA team provides research, analysis and consulting support for the Veteran Health Administration's and for the Defense Health Agency's health and benefits programs. Specific areas include statistical and economic analysis and modeling for program evaluation, strategic planning, policy, research and capital investment. Our work is at the cutting edge of critical and emerging efforts to understand and improve the health care and benefits systems for Veterans and Service members.

    The individual selected for this position will assist in developing, managing and executing business within the VA and DOD market. This position is responsible for overseeing day-to-day management of projects and project staff; Responsibilities include quantitative analysis, program/project management, delivery of high quality client and firm presentations, reports and project deliverables, and proposal development. It also includes business development, particularly in DOD. Specific knowledge of the following areas is a plus: DOD and VA institutional structure and data sources, statistics, health economics, program evaluation, program integrity, informatics, strategic planning, quality assurance, and relationships with staff and leadership in DHA and VA.

    Primary Responsibilities:
    • Consulting and conducting/leading data driven studies, applying quantitative methods for analysis (e.g., regression analysis, linear models, sampling theory, analysis of variance, etc.)
    • Work directly with client and manage multiple mid to large size projects
    • Lead initiatives and manage engagements effectively
    • Build, lead and fully utilize a cohesive team
    • Assist with the development of the team including recruiting activities to enhance and grow the team
    • Experience with government proposal development and white papers
    • Supporting business development efforts to secure new and existing business;
    • Development and execution of market plans
    • Proposal writing and management

    Required Qualifications:
    • Master's Degree with 7 to 10 years of relevant experience or Ph.D. with 5 to 7 years of relevant experience
    • Consulting experience and demonstrated leadership ability
    • Experience successfully managing complex tasks
    • Experience with large data sets and creating databases
    • Advanced degree in Statistics, Health Economics, Labor Economics, Econometrics or related field
    • Substantial experience performing statistical analyses and developing statistical and econometric models
    • Experience with DOD and especially DHA data bases
    • DOD health issues, including both peacetime and wartime
    • Knowledge of the institutional and organizational structure of DOD.
    • Experience conducting data driven studies, applying quantitative analysis to develop solutions to meet client needs (e.g., experience with regression analysis, linear models, sampling theory, analysis of variance, etc.)
    • Program analysis and evaluation to develop actionable recommendations to improve program outcomes and performance
    • Experience developing government proposal, whitepaper and capability briefings
    • Strong oral and written communication skills
    • Collegial, open work style with colleagues and staff
    • Assist with the development of the team including recruiting activities to enhance and grow the team
    Preferred Qualifications:
    • Consulting experience with the VA or Veteran Issues
    • VA institutional knowledge and familiarity with VA and other relevant databases
    • Familiarity with Veterans healthcare and disability benefits programs, special programs/populations
    • VA/DOD contacts and relevant industry network highly desirable
