This position is responsible for managing all aspects of the day to day MEP operations and Critical Systems; this includes the cost effective, safe and efficient operation of Client's facilities, achievement of all MEP Key Performance Indicators including the responsibility for general oversight of the capital and expense budgets as they relate to MEP Operations.
Provides, in order of importance, MEP oversight, Critical Environment Management and efficiency at each of the buildings for which the management team holds responsibility.
Directs, coordinates, oversees and evaluates the activities of Chief Engineers, Assistant Chief Engineers, Operating Engineers, Maintenance personnel, consultants and contractors engaged in designing, operating and maintaining facilities and equipment, and contractors involved in design and construction across the Client's Campus of office building occupancy by performing duties personally or through subordinates.
Regularly informs CRM, FM Account Manager, Critical Systems Manager, Planning Engineer, Property Managers, and Area Chief Engineers of any conditions affecting critical systems and general MEP Operations
Responds to the needs of Client's, MEP Manager, Work Flow Manager, Director of Critical Systems, General Manager, Property Managers and the property team in a prompt and professional manner.
Maintains responsibility for preventative maintenance, inventory control, contracted CEM maintenance and technical proficiency of the engineering team.
Develops and conducts programs to train property team members in the installation, programming, maintenance and repair of machinery and equipment.
Protects and improves the value of Client's infrastructure and ensures the buildings' machinery and systems meet or exceed their rated lives with a maximum efficiency.
Maintains responsibility for preparing the Technical Services Operations Audit to meet and exceed the agreed upon performance level for each property.
Acts as a liaison between Jones Lang LaSalle and all Local Operating Engineers Unions. ESSENTIAL DUTIES and RESPONSIBILITIES

Organizes and manages all administrative functions related to the engineering department. This includes, but is not limited to, budgeting and financial control, compliance with all local codes and regulations, personnel compensation management, team training, team productivity monitoring, upward reporting on budgets, energy accounting, and productivity, review of user build-out plans, pre-occupancy inspections, and coordination with the general contractor.
Supervises and organizes all engineering staff activities either directly or through effective delegation to Chief Engineers and/or Assistant Chief Engineers. Included are activities such as, organization of dispatch and response procedures, developing and motivating the team, dispensation of activities, projects and routines, establishing and using chain of command procedures, instilling a sense of pride and user service in team members, and implementing hazard control and team safety practices.
Fully implements all Jones Lang LaSalle standard operating systems and practices, including implementation of preventative maintenance systems, maintenance of team standards for uniforms and appearance, and establishing training goals for each engineering team member.
Develops a complete knowledge of all building machinery, equipment and systems such that machine life is maximized, design intent is matched or exceeded, system operation alternatives and contingency plans are devised in the event that failures occur, and user satisfaction with system performance is consistently high. Is fully familiar with, and assures appropriate implementation of, Jones Lang LaSalle engineering policies related to machinery and system operation, vendor and contractor relations, vertical transportation systems, and centrifugal chiller maintenance.

This includes interacting with contractors, vendors, and consultants in an unbiased, objective, and ethical manner, complying with all policies and procedures established for the building(s), identifying key industry resources which can aid the operation or contribute to enhancements, and treating all fellow employees, industry contacts, and building visitors fairly, impartially, an in a non-discriminatory fashion.
Adheres to the minimum performance policies the engineering team must meet in operating the buildings and supporting the management effort. These include recognizing that the safety and comfort of all buildings' occupants is the highest operational priority; fully supporting policies, procedures, systems and programs instituted by the company, the Managers or CLIENT; leading and managing the engineering team in a fair, consistent, legal and professional manner, preventing discrimination against any and all individuals; not discussing or sharing sensitive or proprietary information with inappropriate individuals; treating all grievances and complaints with the utmost sensitivity and care, resolving each with minimum disruption to the property team or buildings' operations; following progressive disciplinary practices for unproductive staff while acknowledging termination must be approved by the Group Manager/MEP Manager, Regional Manager and Human Resources Manager; monitoring engineering activities such that all work is undertaken with complete regard for personal safety; directing and managing all engineering team members to maximize productivity and minimize lost work time; effectively cross-training all engineering team members to minimize specialization and assure adequate back-up capabilities for all areas of expertise; and organizing and tailoring workloads to allow relevant training to occur.
Manages and/or directs the performance of all applicable user service requests received directly, through the SRS System and/or the Datastream 7i systems. Communicates with the Help Desk Operators to establish the status and to schedule user service requests; Reviews monthly user service request summaries to pinpoint and correct recurrent operational problems related to MEP systems under his direction.
Formulates and implements the preventative maintenance program for MEP systems under his direction. Coordinates the input of preventative maintenance information within the computerized maintenance program with the MEP Manager, the Assistant MEP Manager, the Director of Critical Systems, The Work Flow Manager, the Chief Engineers and the Assistant Chief Engineers. Reviews status of preventative maintenance work with applicable managers and Engineers on a monthly basis. Analyzes preventative maintenance data in order to maintain the equipment and systems in excellent working order, to minimize risk associated with the maintenance procedures and to formulate and implement best in class process and procedures.
Assists in the evaluation of suppliers on regular basis with regard to quality and competitive pricing. Assures the use of purchase order requests andverification of accuracy of deliveries for count, pricing, and description. Performs periodic checks of tool and instrument inventory. Assists in the creation of purchasing specifications and bid packages.
Monitors the quality and pricing of maintenance work performed by outside contractors. Assures the timely performance of maintenance contract work on fire alarm systems, sprinkler standpipe system, HVAC equipment and control systems, including the energy management systems and devices associated with the building management system (BMS), emergency generator, etc. Oversees the fulfillment of equipment warranty obligations by the original installer. Secures equipment manuals and drawings from original installers and/or contractors.
Understands the engineering design and operational aspects of each building system. Immediately recognizes system shortcomings when they occur. Directs experimentation with building systems to yield a more energy effective or comfortable building. Monitors the allocation of building resources to various base building and user needs. Devises technical enhancements that will improve some aspect of building operation. Identifies equipment that may require replacement or reconditioning resulting in the need for capital expenditure. ADDITIONAL DUTIES and RESPONSIBILITIES
Attains operations audit score matching or exceeding that of the prior year and always meeting the objective set by the Division Engineer, the Regional Manager and the MEP Manager.
Assists in the preparation of expense and capital budgets in accordance with the CLIENT's cost justification guidelines. Administers expenses and capital projects so as to be within budget. Provides explanation of budget variances and operational status report to the Managers with the time frame set by the monthly reporting calendar.
Assures accurate time records of Engineers and submits to Administrative Assistant well in advance of payroll processing deadlines. Tracks and justifies overtime worked by Engineers, assuring that costs are well within budget parameters.
Inspects physical conditions of buildings and equipment at least monthly. Prepares work orders for repairs and requisitions for replacement of equipment, as necessary. Reports deficiencies and action plan to solve problems to Managers immediately following inspection.
Develops and implements emergency response procedures and technical training programs including the Hazard Communication Program and Team Safety Program.
Recommends measures to reduce or eliminate fire, safety, and environmental hazards.
Cooperates with police, fire and civil defense authorities with regard to problems affecting the buildings and trains property team to carry out established procedures.
Assists Managers in coordination of Design and Construction and capital improvement projects. Reviews project instructions and blueprints to ascertain test specifications, procedures, objectives, and test equipment, nature of technical problems and possible solutions such as redesign or substitution of material or parts. Cautions contractors regarding complaints about excessive noise, disorderly conduct or misuse of property.
Maintains efficient use of energy in operating each building by using sound energy management practices in the documented daily sequence of operations. Trains members of the team in the fundamentals of energy management. Works closely with general contractors and design engineers to incorporate automated systems with construction plan and identifies low cost/no cost energy conservation program.
Identifies key industry resources contributing to office building operations and enhancements. Networks among other LPISC Director of Operations to gain market perspective of operations, user service utility rates, employee wages, etc. Participates in annual engineer's conference to obtain information useful to the team's training program.
Ensures that the engineering team follows the property accounting procedures including the accurate completion of purchase orders, receiving reports, and service acknowledgments and the use of three competitive bids for all projects exceeding the CLIENT's guidelines.
Performs and oversees tests of building systems. Records test procedures and results, numerical and graphical data, and makes recommendations for changes in operations or test method.
Assures proper recording of equipment readings, settings and status changes and noteworthy operating occurrences in appropriate log books.
Recommends, justifies, develops and coordinates installation of projects, which enhance the value of the Client's infrastructure.
Develops, implements and fosters commitment to the Client Satisfaction as it relates to the engineering team. Uses this program to instill a sense of pride and user service in team members.
Ensures the availability of adequate operating inventory of tools, equipment and supplies for the engineering team. This includes developing sources, evaluating suppliers, conducting quarterly vendor quality meetings as part of the Valued Vendor Program, performing periodic checks of inventories and creating purchase specifications and bid packages.
Implement the procurement policy set forth by the client competitively for purchasing all MEP services and contracts to ensure high quality and cost effective services.
Assists the Managers in developing/revising and coordinating implementation of emergency procedures manuals, contractor rules and regulations and user design criteria. SUPERVISORY RESPONSIBIITIES
Directly supervises the Engineering and Maintenance team. Carries out supervisory responsibilities in accordance with the policies enumerated within the JLL Service Corporation Handbook and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
