    Job Description


    Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Results Management Office (RMO) manager position reporting to the Director of Operations within HHSC Health, Developmental, and Independence Services (HDIS).

Some of the programs overseen by HDIS include the Women, Infants, and Children (WIC) nutrition program, family planning and women's health, early childhood intervention for children with disabilities, deaf and hard of hearing services, human trafficking prevention, and services for victims of domestic violence.

    The Manager of the RMO oversees a team comprised of project managers and systems and data analysts. The RMO provides project management and governance support to strategic and operational projects of all sizes and complexity to ensure their successful planning and implementation. The RMO also coordinates data activities and data validation for all HDIS sections. The PM IV directs, assigns, and evaluates the work of RMO and performs advanced (senior-level) project management work. Work involves coordinating and overseeing the planning and initiation of projects, business needs elicitation, policy requirements research and current HDIS roadmap impact analysis; project schedule and key milestone development and progress monitoring, stakeholder identification and management, and project artifact and documentation repository maintenance. Oversees the work of one or more data analysts responsible for highly advanced (senior-level) management reporting, data analysis and data research work. Manages all impacts related to projects and data coordination and escalates issues as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

    Essential Job Functions:
    Attends work on a regular and predictable schedule in accordance with agency leave policy.

    EJF 1 - Develops and manages projects, facilitates and participates in cross-program and multi-agency workgroups, setting goals and objectives and providing work products and deliverables. Facilitates activities throughout the project's life cycle including, but not limited to, planning and initiation / kickoff, timeline and schedule development and tracking, status reporting, action item tracking, project closure, and lessons learned. Works with staff and external stakeholders to identify risks and issues and develop mitigation strategies. Develops and implements project and data governance structures and policies. (35%)

    EJF 2 - Oversees the assessment, development and production of reporting and data requests, including ad hoc and custom reports related to open records, budget, performance measures, appropriations requests, data and fact books, audit information, legislative requests, media inquiries, research studies, human resources, and routine management reporting and other data or statistical reports as needed, as needed or requested. (35%)

    EJF 3 - Provides general supervision of all Results Management Office personnel; a) delegates tasks and responsibilities to appropriate staff; b) maintains up-to-date position descriptions for all staff; c) completes annual job performance evaluations for all staff supervised; d) utilizes Positive Performance Management (PPM) with staff supervised; e) maintains up-to-date policy and procedure manual; identifies and resolves issues and conflicts within the RMO team. Escalates risks and issues enabling leadership visibility to help resolve. (25%)

    EJF 4 - Ensures compliance with project deliverable and data quality standards and ensures project files/documentation/approvals are maintained in a centralized repository. (5%)

    Knowledge Skills Abilities:
    Knowledge of federal and state laws and regulations pertaining to programs operated by the department.
    Knowledge of proven project management methodologies, tools and techniques.
    Knowledge and experience managing large scale projects impacting multiple business areas and operations.
    Knowledge of program planning and implementation.
    Knowledge of the principles and techniques used in management and supervision of staff
    Knowledge and experience managing relationships with business partners and key stakeholders.
    Skill in communicating effectively both verbally and in writing.
    Skill in establishing and maintaining effective working relationships with all levels of staff, customers and vendors.
    Skill in synthesizing, analyzing and evaluating highly complicated and technical information and translate it easily understandable and concise documents and oral presentations for agency execution
    Skill in identification of project risks and gaps and able to develop creative and workable solutions to complex problems and policy issues
    Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel
    Ability to plan, assign, and supervise the work of others; to develop, interpret, and apply personnel policies and regulations
    Ability to assess problems; to develop alternative solutions; to develop and interpret policies and procedures; to prepare concise status reports; to communicate effectively
    Ability to manage multiple tasks/projects requiring the flexibility in work prioritization to meet demanding deadlines.
    Ability to gather, correlate, and analyze facts.
    Ability to operate a personal computer and use of software such as Microsoft Office, MS Project, Excel, Access, etc.

    Registration or Licensure Requirements:
    Project Management Professional (PMP) certification preferred.

    Initial Selection Criteria:
    . At least three years of experience as a project manager or similar role within a public or private organization with demonstrated expertise in managing a diverse portfolio of projects (both technology and non-technology dependent projects), including planning and implementing large-scale projects requiring engagement of multiple business areas and operations. Graduation from an accredited four-year college or university with a bachelor's degree is highly preferred. Relevant project-related progressive leadership work experience may be considered in place of a bachelor's degree. Experience in managing staff preferred. Experience or knowledge of programs operated within HDIS preferred
