The Day Programs Supervisor performs administrative and supervisory work, coordinating all day programs and services for the individuals residing at the Richmond State Supported Living Center (SSLC). Responsible for budget preparation, monitoring availability of staff, assuring compliance of all relevant standards, assuring staff training, and assuring work and training material availability. Develops guidelines, procedures, and program goals. Works with interdisciplinary teams (IDTs) to develop schedules, priorities, and standards for individuals to achieve program goals, and assists in evaluating program activities. Attends and actively participates in clinical and administrative meetings. Works with skills acquisition plan (SAP) writers, SAP implementers and active treatment instructors. Supervises all staff in the day programs department which include rehabilitation therapy technicians I, II, and IV. Develops new ideas and techniques for programs and services using creativity and innovation. Accountable for assigned property and completes yearly property inventory reports. Maintains required staff coverage. Works under moderate supervision of the Director of Education and Training, with limited latitude for the use of initiative and independent judgment. Works a flexible 8-hour shift to facilitate after hour, holiday and weekend observation of program services and to conduct meetings and training.
Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Develops, establishes, and evaluates day programs and services. Writes procedures and manuals to enhance program implementation and effectiveness. Develops the day programs budget.
Provides professional oversight for the day programs such as arts and crafts, Forever Young, and culinary arts. Devises solutions to administrative concerns with established goals and objectives for plans of correction.
Ensures a well-trained and competent workforce. Hires, trains, coaches, mentors and evaluates staff performance. Facilitates and/or participates in meetings to ensure positive communication. Performs new employee orientation. Ensures staff remain current on required training.
Oversees supervisory staff who ensure proper daily coverage at each programming area. Develops and implements systems and procedures for maintaining high standards, uniformity, and consistency in the quality of work performed by staff.
Participates in the interdisciplinary team process; participates in individuals' planning meetings providing the functional assessment update, draft training/service goal and objectives, data sheets, and the program/service plan. Provides information regarding the results of functional skills assessment or related assessments and respond to interventions as well as the results of monitoring and staff training efforts. Attends annual ISP meetings for individuals in the program and when requested by the IDT.
Inspects work spaces and equipment for hazardous conditions, and ensures that material and supplies are working properly. Takes necessary action to correct any unsafe conditions and ensures compliance with SSLC policy.
Oversee day program assessments and answers service requests.
Evaluates the needs of the individuals and staff that work in the day programs and ensures that each individual has a safe and productive place to work. Reports any unresolved/recurring issues concerning the individuals to the Interdisciplinary Team (IDT) and to the Director of Education and Training.
Monitors the collection and completion of data related to treatment plans to accurately assess individual's progress.
Attends meetings in the absence of the Director of Education and Training.
Collaborates effectively with the direct professional staff and clinical staff from other divisions, with a visible presence in the workshops to learn from others and to model professional interaction with individuals.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
- Knowledge of, or ability to develop knowledge of, Texas Administrative Code, HHSC policies and procedures related to State Supported Living Centers, the Department of Justice Settlement Agreement, and Life Safety Code.
- Knowledge of state and federal, and local policies relating to vocational services.

Registration or Licensure Requirements:
Initial Selection Criteria:
Bachelor's degree from an accredited college or university in an education, management, human services or a related field and one year of supervisory experience supervising the work of others.
Five (5) years work experience in a related field and one year of supervisory experience supervising the work of others.
Experience working with people with intellectual and developmental disabilities is preferred.
Experience in a day program setting providing services to 100 or more clients is preferred.
Demonstrated knowledge of the ICF/IID standards or plan to gain that knowledge
Ability to analyze a problem for root cause and develop a plan of correction.
Experience developing programs and/or writing procedures and manuals.
Experience teaching skills to others.
Ability to assess individual's needs and develop a plan based on those needs.
Ability to manage, lead and/or supervise the work of multiple staff
Must be able to work flexible hours (weekends and some holidays).
