Electronics and Payloads (E&P) is the hub of technical excellence in the design and integration of mission-based hardware and software at Northrop Grumman's Autonomous Design Center of Excellence in Rancho Bernardo, California.

The San Diego Autonomous Design Center of Excellence (AD COE), Electronics and Payloads directorate is seeking an Assistant Department Manager to join its growing team!
The AD COE Electronics and Payloads directorate is a rapidly growing organization within NGAS responsible for delivering innovative and effective ground and airborne mission subsystem and control solutions for our system operators' current and emerging missions by utilizing industry leading processes and tools.
The Assistant Department Manager (ADM) will report to the Electronics and Payloads Mission Systems 2 Dept Manager and will drive daily operational tasks for the department, implementing and maintaining operational excellence. The ADM will help manage the department indirect budgets and also be responsible for coordinating training and support driving the Electronics & Payloads strategic development and vision at the Directorate/Sector level.
Operational tasks include staffing, responding to requests for information, metrics, and management of NCTA, capital and training. The ADM will assist the Department Manager in the development and implementation of departmental vision and strategies to drive employee engagement; improve hiring, development, training, attraction (Staffing) and retention of top talent; manage products and associated product champions; balance process compliance against innovation; and reduce bureaucracy. The scope of hiring includes both industry as well as university recruiting and relationships. The ADM will own department products and/or process/metrics & associated strategies; identify, develop & direct product champions; perform overall strategic development of dept. processes/metrics. They will partner with DM/COE/Directorate to build/maintain technical breadth and depth of the department and participate in Center, Sector and COE improvement initiatives.
The ADM will mentor, develop, and train section managers and will assist the Department Manager in working with programs to drive affordability, first time quality and cost competitiveness for all department related products and indirect activities. The ADM has no direct reports, but will be a resource manager for the department. Qualifications :Basic Qualifications:
- Bachelor's Degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university
- Minimum 7 years of engineering experience
- Experience in technical, program or functional leadership
- Must have a Current DOD Secret Clearance or higher with a periodic reinvestigation, or an original adjudication date completed within the last 6 years
- Must have the ability to obtain a Top Secret Clearance and Special Program Access.

- Master's or PhD Degrees
- Knowledge of Electronics and Payloads Command Media, procedures and work instructions required to support both management and engineering tasks
- Previous experience in functional management
- 5+ years' experience in Defense & Aerospace industry
- Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management.
