    Northrop Grumman Defense Systems sector is seeking a highly motivated and detailed-oriented Staff Solutions Architect to join our team of qualified, diverse individuals in McLean, Virginia. The selected candidate will become part of Northrop Grumman's Health IT portfolio and the main technical liaison between Northrop Grumman and the U.S. Department of Treasury (Treasury). Their critical responsibility will be to initiate, plan, lead, outline, and design solutions and transformational roadmaps for system modernization efforts, leveraging new technology offerings across the federal market, particularly for Treasury/Internal Revenue Service (IRS).

    The selected candidate must possess exceptional strengths in leadership, analysis, technical & program solutions, and communications as the role will require collaborative efforts between the vendor teammates, customer representatives, and Treasury captures, proposals, and programs. Development of internal & external presentations and extensive support will be required to provide input and responses to Requests for Information (RFIs), Captures, and Requests for Proposal (RFPs). Support may also be needed to existing and new programs along with continuous process improvements and best practices. The Staff Solutions Architect will also help plan our research & development investments and participate in research and development (R&D) release trains to ensure the solutions we are building meet our customers' needs.

    The candidate should be versed in product design and transition of solutions from research to product implementation in the Treasury & IRS customer space. The candidate should also be familiar with modernization efforts of Federal IT systems from legacy solutions to cloud first solutions and Knowledge of the IRS systems and taxpayer service delivery. The candidate must have the ability to manage several cross cutting initiatives and work collaboratively across the business unit to continuously improve our processes, talent, and technical solutions with high returns on investment.

    Responsibilities:
    • Coordinates strategic meetings and communication with Treasury customers
    • Leads teams in the design and implementation for advanced system solutions
    • Coordinates subject matter experts to provide innovative modernization solutions for existing IT systems
    • Drives development of capture and customer proposal collateral and client support
    • Spearheads efforts to determine systems specifications, input/output processes, and working parameters for hardware/software and/or cloud compatibilities
    • Liaises with information security personnel for compliance with security requirements
    • Leads teams in addressing and mitigating risk across the portfolio
    • Provides technical guidance and mentoring for systems engineers, software engineers, and systems architects
    • Works with customer, users, and other contractors to understand requirements and architect solutions
    • Facilitates special projects as they proceed through their normal life-cycle, from initiation to closure, using sound project management disciplines such as Agile methodologies
    • Presents to C-suite customer executives on solutions and value propositions as necessary
    • Leverages innovation to decrease solution costs
    • Provides clear qualitative and quantitative information to teams and stakeholders

    Qualifications :

    Basic Qualifications:
    • Must have one of the following:
      • Bachelor's degree in a Science, Technology, Engineering, or Mathematics (STEM) discipline with a minimum of 14 years of relevant technical experience
      • Master's degree in a STEM discipline with a minimum of 12 years of relevant technical experience
      • PhD in a STEM discipline with a minimum of 9 years of relevant technical experience
    • Must have or be able to obtain a U.S. Department of Defense (DoD) Secret security clearance and/or Treasury MBI clearance
    • Must be able to travel as needed (up to 25% of the time)
    • Must be able to work on-site in McLean, Virginia
    Preferred Qualifications:
    • Proficient knowledge of infrastructure and architecture, and experience deploying applications or IT services in complex Federal IT environment
    • Proven track record in working with strategic growth plans or transformation road maps to deliver new and modern technology solutions and program execution
    • Hands on experience with the IRS architecture, Taxpayer systems, and knowledge of the IRS Modernization Strategic initiatives
    • Master's degree in a STEM discipline with a minimum of 12 years of relevant technical experience
    • PhD in a STEM discipline with a minimum of 9 years of relevant technical experience
    • Experience delivering systems in both Agile and Waterfall environments
    • Experience working in a CMMI Level 3 or higher delivery environment
    • Existing or Previous Secret or Top Secret Clearance
    • Agile, ITIL, or other industry certifications
    • Treasury/IRS IT industry experience
    • Experience with data analytics tools
    • Knowledge of architecture and modeling tools
    • Ability to leverage key company investments against emerging business development opportunities
    • Financial acumen for defending technology investments and strong rates of return
    • Experience designing / architecting / transforming enterprise level IT services
    • Experience writing proposals for federal and/or state customers
    • Skilled in one or more of the following: SaaS COTS products, AWS/Azure/Cloud Technology, User interface design, BI Reporting, Web services / applications, analytics, big data, database technologies, SQL, DHTML, XML, Cyber Security, DevSecOps, HL7 messaging standards
