    The Tactical Space Systems division of Northrop Grumman Space Systems seeks to fill a Software Engineering Manager 1 position in the Control Systems Engineering function for our Gilbert, AZ location. The role is expected to provide the technical and people leadership needed to establish and maintain a world class Software Engineering organization, supporting multiple programs across an incredibly diverse and advanced portfolio. The role will have overall responsibility for the development, design, implementation, application, training, and product support of all Spacecraft Integration & Test script automation for the Leostar-3 Command and Control software suite.

    The selected candidate will work across the division and beyond supporting implementing and maintaining Application Lifecycle Management systems and processes and report to the Enterprise Ground Software Department Manager in Dulles for direction on all functional activities. The successful candidate will clearly demonstrate strong leadership skills to recruit, manage and retain employees. He/she will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. This candidate will demonstrate a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business. Demonstrated abilities to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching, are a must. Excellent verbal and written communication skills are required.

    This role is about a 10% functional management and 90% technical program responsibility.

    Responsibilities include:
    • Responsible for Functional management of approximately 5-15 software engineering personnel assigned to software development and automated testing on National Security programs
    • Provide Technical leadership and execution of Software Engineering activities supporting a complex integration of Ground Satellite Command & Control components into the overall customer mission
    • Support Engineering Functional activities such as staffing and workload forecast; employee inclusion, engagement, mentoring and career development; employee training and identification and training of skills required to execute on programs.
    • Conduct performance assessments for the team of developers within the section
    • Coordinate with Functional Management peers to ensure that available staff are aligned with open positions
    • Participate in recruiting, sourcing, onboarding, performance management and contract maintenance for contractors working in the business area as required.
    • Communication, disciplinary actions, compensation adjustments, training & educational oversight/ approval and other routine personnel issues
    • Implementation of common processes and practices in cooperation with colleague managers across the sector
    • Track both the quality and timeliness of the organization's products, and identification and remediation of potential issues before they become problems
    • Develop, prepare, analyze, and present metrics on the computer software configuration items and processes with minimal supervision.
    • Identify process and product opportunities and lead process improvement activities.
    • Support Business Strategy Efforts (including proposals, gate reviews, independent review team, NAR/ICE, as necessary)

    Qualifications :

    Basic Qualifications:
    • 5 years of relevant experience with a Bachelor's degree; 3 years of relevant experience with a Masters' degree; 0 years of relevant experience with a PhD
    • Proven demonstrated leadership skills and the ability to work effectively in a team environment.
    • Experience creating and delivering presentations to leadership.
    • High proficiency in technical problem solving.
    • Ability to obtain TS/SCI clearance.
    • Ability to travel 10%.
    Preferred Qualifications:
    • Master's degree in a relevant technical or management specialty.
    • Experience with software development for satellite Command & Control.
    • Experience with DevOps/DevSecOps.
    • Experience with Test Driven Development.
    • Experience with software change control.
    • Experience with Agile development and the Atlassian tool suite including JIRA.
    • Previous Leadership role on implementing SW Configuration Management or CI/CD pipelines.
    • Experience implementing containerized microservice architectures with Jenkins/Ansible/Docker/Kubernettes
    • Experience with program reviews and business development activities.
    • Active TS/SCI and SAP clearance.
