    Job Description


    Nurse III

    This position protects the health and safety of residents in the state by inspecting long-term care or residential care facilities (Nursing Facilities, Skilled Nursing Facilities, Assisted Living Facilities, and Day Habilitation and Health Services) to ensure they are following state and federal regulations regarding quality of health care and investigating quality and safety concerns. This position ensures compliance with standards in the following areas: admissions, transfers and discharges; resident rights; staffing and census; quality of care assessment; quality of life assessment; resident care plans; social, psychological and rehabilitative services; provision of medical services; and therapeutic activity programming. In addition, this position provides technical assistance to the health care facilities surveyed and is responsible for providing expertise to the survey team in the areas identified above. This position also investigates complaints and conducts follow-up visits.

    Essential Job Functions:
    As a Nurse III, you will receive paid, formal, training to perform the following essential job functions:
    • Conducts on-site surveys and complaint/abuse investigations in the above referenced health care facilities; discusses survey procedures and practices with administrators, department directors and facility staff.
    • Assesses and evaluates patients/residents for the accuracy of the facility staff assessments and the appropriateness and efficacy of nursing and related health care provided, i.e. physical occupational, speech and respiratory therapies, etc.
    • Evaluates the provision of nursing services based on accepted standards of practice and facility policy and procedure for nursing techniques including but not limited to: emergency care, intravenous therapy, enteral therapy, injections, tracheostomy care, suctioning, infection control procedures including sterile technique and body substance isolation precautions, assessment and special skin care, range of motion, positioning, use of assistive devices and prostheses.
    • Makes determinations that poor patient/resident outcomes are based on facilities' failure to assess or provide for a medical/nursing need.
    • Cites statements of deficient practice for identified noncompliance relative to nursing and related health care and defends these deficiencies in administrative official hearings.

    Knowledge Skills Abilities:
    Knowledge of nursing principles and acceptable professional standards of patient care in gerontology.

    Registration or Licensure Requirements:
    Licensed to practice as a registered nurse in the State of Texas (or a state that recognizes reciprocity through the Nurse Licensure Compact). Successful completion of the federal Surveyor Minimum Qualifications Test (SMQT) is required within 12 months of appointment for applicants who are not currently SMQT qualified.

    Initial Selection Criteria:
    Two (2) years nursing experience.
    Experience working in at least one of the following areas: nursing home care, hospice care, elderly home care, dementia care, infection control, wound care, mental health, intellectual disabilities, physical disabilities, advocacy, critical care, risk management, quality assurance, or public health.
    Experience conducting patient/client assessments, care planning, or investigations to create improvement plans.

    Additional Information:
    This position requires 85% travel. Overnight stays and weekend, evening, and night hours will be required during some surveys. Must have reliable transportation. All applicants selected for hire must pass a fingerprint criminal background check.

    Supplemental Information:

    For current Health and Human Services state employees the salary offered will follow HHS starting salary guidelines which are typically made at or near the minimum of the salary range or at the established market salary rate.
    Candidates must indicate willingness to work outside the normal business hours of 8am-5pm, Monday-Friday and weekends, as needed, during times of increased workload.
