    Job Description

    The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Organizational Engagement and Support Manager position within Access and Eligibility Services (AES), Strategic Engagement and Employee Support - Organizational Engagement and Support. AES is driven by its mission to connect Texans, services and supports by helping individuals and families in need of food, medical care, cash assistance and other social services.

    Under the guidance of the Deputy Associate Commissioner for Strategic Engagement and Employee Support, the Organizational Engagement and Support (OES) Manager provides highly advanced leadership and managerial functions to support OES' key activities including analyzing organizational culture, increasing employee engagement, managing change, creating best practices for recruitment and retention and ensuring all projects administered by OES align to the organization's standards and best practices for program and project management.

    The position will assist the SEES Deputy Associate Commissioner in providing day-to-day management, oversight and direction of the OES staff, including planning, assigning, guiding, and evaluating the work. In addition, the individual will work with the SEES DAC on strategic planning, goals and objectives of the OES section as well as hiring, training, career development planning, and coaching staff. The Manager will hold regular meetings with staff, both one on one and with the group, and is responsible for issue spotting, course correction, and escalation.

    Essential Job Functions:
    Manages OES programs and initiatives to support collaboration, decision making, program activities and/or business functions. Manages unit resources as appropriate and assigns projects as necessary. Develops and implements techniques for evaluating OES program activities and identifies need for changes. (35%)

    Provides overall vision, leadership and strategic direction for achieving the goals, objectives and mandates of the OES team. Develops and establishes goals and objectives consistent with the agency's strategic plan. (15%)

    Creates and maintains a work environment conducive to effective communication, collaboration, team building, and professionalism. Coordinates, communicates and connects stakeholders at all levels of the organization to support successful leadership and professional development activities for Access and Eligibility Services. Builds strong and supportive relationships with all stakeholders within AES and HHSC. Ensures alignment with AES strategic goals. (20%)

    Develops and supports staff including mentoring, coaching and staff development. Provides clear direction to staff and oversees day to day operations to ensure a high quality of services and quick resolution to problems, issues and/or risks. Manage unit's budget for effective and efficient utilization of resources. (20%)

    Represents the department at meetings, conferences, and seminars or on boards, panels, and committees. Facilitate meetings with AES stakeholders at various levels. (10%)

    Knowledge Skills Abilities:
    Detailed knowledge of employee engagement best practices in addition to risk analysis. Recent experience in large-scale projects impacting multiple business areas and operations, with a focus on change management, communications and engagement. Ability to define change management needs and recommend the appropriate tools and approaches based on a strong understanding of the operating environment. Ability to seeing hidden problems, looking beyond the obvious, and responding accordingly.

    Knowledge of state and federal laws and regulations relevant to eligibility determinations for Health and Human Services Commission (HHSC) programs.

    Demonstrated experience managing relationships with business partners and stakeholders including diplomatic resolution of issues and concerns with a sense of controlled urgency and excellent command of oral and written communications is essential.

    Experience in developing and delivering workshops and trainings on topics affecting employee engagement and organizational development. Committed to continuous improvement.

    Registration or Licensure Requirements:

    Initial Selection Criteria:
    Graduation from an accredited four-year college or university with major course work in change management, organizational effectiveness, sociology, communications, English or related field.

    At minimum, 3 years' experience in Access and Eligibility Services with progressively increasing responsibilities for change management, organizational engagement, and strategy development and execution.

    Experience with government or large organization communication programs and strategies.

    Expert level presentation skills including developing and delivering workshops and trainings.

    Advanced writing and verbal communication skills.
