    Our team is seeking a Cost Account Manager (CAM), in support of the Security and Emergency Services (SES) organization in Moorestown, NJ primarily focused on providing oversight and financial analysis for direct and indirect program security support. The position will interact with all levels of the SES organization and program management offices (PMO) on a daily basis supporting the planning, budgeting, and managing the cost & schedule performance for each assigned Control Account.

    Responsibilities Include:
    • Work with Program Finance and Contract organizations to plan, execute and manage SES work under technical instruction control accounts and work packages for the contract program office
    • Writing Basis of Estimates (BOE) in response of RFPs
    • Identify cost threats and develop opportunities, bringing them forward to SES leadership and PMO for review and integration into the Threats and Opportunities database
    • Develop and implement mitigation plans for threats and risks
    • Conduct regular and thorough cost performance and variance analyses, manage cost and schedule performance mitigation activities, and manage corrective actions
    • Provide timely and accurate insight to key program impacts or opportunities to SES leadership and PMO. Maintain an in-depth understanding of headcount challenges, resource constraints, and security issues
    • Complete all Earned Value Management assigned duties to include work authorization requests, estimate at complete reviews, schedule status, variance reporting, comprehensive estimates at complete, and proposal tasks
    • Manage financial matters for SES related to direct program security support
    • Conduct Monthly Staffing Reviews to maintain current month equivalent personnel and dollars. Report on deviations from plan to SES leadership and PMO on a monthly basis
    • Evaluate weekly labor charging actuals against the TI baselines for all CA/WP. Work with Program Finance to correct any labor charging issues
    • Ensure security scope of work is planned in conjunction with contract requirements
    • Ensures that the SES team meets technical, cost, schedule and quality goals, and risk management
    • Support internal financial audits, ensure established corrective plans for current audit findings are implemented, and create mitigation plans preventing audit findings
    • Participate in government-initiated meetings to discuss security issues related to CA/WP program performance as required
    Basic Qualifications:
    • Bachelors degree in a technical and/or business oriented discipline with 3-5 years of relevant experience
    • Demonstrated experience in driving complex issues or problems to successful closure
    • Previous Proposal, Basis of Estimate (BOE), & Negotiations experience
    • Previous CAM or project lead/management experience with Earned Value Management responsibilities. Skill proficiency to include:
    o Earned Value Process
    o Rolling Wave Planning
    o Authoring monthly variants
    o Work Authorization Directive (WAD) process
    o Managing Resource Allocation Matrix (RAM)
    o EXCEL (Pivot Tables/Macros)
    Desired Skills:
    • Knowledge of Lockheed Martin CAM/CAM Analyst processes and policies
    • Strong problem solving, root cause, corrective action, and closure skills
    • Demonstrated proficiency in developing Basis of Estimates (BOEs) for changes/proposals
    • Proficiency with Microsoft Project
    • Proficiency with Microsoft Access Database
    • Risk and Opportunity Management experience
    • Previous Proposal, BOE (Basis of Estimate) & Negotiations experience
