    Position Description

    The essential functions of the Onsite HIMS Program Manager position includes providing coordination of the HIMS program, management consultation and organizational support to the HIMS Committee, SAP assessments with all pilots who have a DOT or Company violation, as well as clinical case management throughout a pilots inpatient care and referrals to outpatient aftercare. The HIMS Program Manager acts as an external champion who is recognized as a content expert in the areas of Substance Use Disorders and treatment, Behavioral Health, EAP and Work/Life issues. The HIMS Program Manager provides consultation to the HIMS Committee and key customer functions including Human Resources, Management/Supervisors, Occupational Health, Safety/Security, Unions and Legal and providers. The HIMS Program Manager responds to crisis calls and coordinates urgent or emergent care, administers SAP assessments and coordinates referrals for necessary inpatient and outpatient treatment as well as coordinates and participates in monthly pilot monitoring meetings. The HIMS program manager attends monthly pilot monitoring meetings at select pilot base locations each month requiring air travel 3-4 times per month.

    Primary Responsibilities:
    • Provides consultation to and receives referrals from individual pilots, Union Aeromedical Chairman, Chief Pilot, Union Medical department, HIMS Program Chair, and Base Duty Officer regarding a pilot's potential need for substance use assessment, referral and admission to inpatient treatment
    • Acts as the primary contact and manager for all pilots referred to and participating in the HIMS program
    • Consults with HIMS Program Chair regarding all referrals, assessment and treatment recommendations
    • Conducts face to face Substance Abuse Professional (SAP) evaluation and provides treatment recommendations
    • Facilitates urgent/emergent services if indicated for the safety and wellbeing of the pilot
    • Facilitates appropriate referrals and admission to inpatient facilities as indicated by the SAP evaluation and treatment recommendations
    • Coordinates flight arrangements and peer pilot to accompany pilot to treatment facility for admission
    • Provides ongoing case management throughout the pilot's inpatient treatment, communicating regularly with the treatment facility and HIMS Program Chair
    • Identifies, refers and coordinates transition to outpatient treatment, transferring outpatient treatment management to AMAS Clinic
    • Travels monthly to designate pilot bases to observe the monthly pilot monitoring meetings and provide consultation in the HIMS Core Team follow up meetings
    • Prepares the topic for each monthly pilot monitoring meeting and assures the required paperwork is completed and submitted
    • Provides training on the HIMS program, substance use, abuse, treatment and recovery as well as other associated topics to stakeholders as needed
    • Identify and facilitate quality providers to join the network and provide training on the HIMS program
    • Demonstrates a strong working knowledge of Federal Aviation Administration (FAA) Department of Transportation (DOT) regulations and guidelines and provide consultation to any stakeholder as it pertains to safety sensitive environment and drug free workplace
    • Follows internal ethical and regulatory privacy policies such as HIPAA, maintaining confidentiality and private health information of members
    • Follows state and federal licensing practices; document necessary case information using same guidelines
    • Use company computer based case management portals; creates and maintains appropriate clinical records and tracks work activities as outlined on a routine basis

    Required Qualifications:
    • Master's degree in psychology, social work or other related mental health field
    • Active and unrestricted Independent Behavioral Health License (Licensed Psychologist (L.P.), LCSW, LMHC, LMFT, (or PsyD), etc.
    • Current SAP Qualified or eligible and willingness to obtain within 6 months of hire
    • 3+ years of post Master's experience in the mental health field (successful work experience in a social service, mental health, medical or related field)
    • Experience and training in mental health and dual diagnosis assessment and treatment
    • SUD experience in an inpatient or outpatient setting
    • Proficiency in MS Office applications
    • Ability to accommodate frequent travel to various airline hubs (50-75%)
    Preferred Qualifications:
    • SAP certification
    • CEAP certification
    • Familiarity with regulatory knowledge of FAA/Department of Transportation
    • Experience working in a highly regulated or unionized environment
    • Clinical experience with emphasis on acute psychiatric, crisis assessment and/or chemical dependency
    • Working knowledge of EAP services
    • Strength and experience in data analysis, planning, organization, accuracy, problem solving, prioritization and rapid execution of multiple tasks
    • Ability to effectively communicate with all levels within the organization and be able to form effective collaborations with others
    • Ability to understand and work effectively within large matrix managed corporations
    • Strong written and verbal communication skills
