    Job Description


    Engineering Manager for EVA Space Operations Team at NASA This position is requested to identify a candidate for Manager of the Houston Engineering team primarily in support of the EVA Space Operations Contract (ESOC), and other contracts at NASA Johnson Space Center (JSC) in Houston, TX. The selected candidate will report directly to the ESOC Deputy Program Manager and will manage the engineering team, which is responsible for the following areas of the Program:
    • Functional and Project Engineering Management and Leadership
    • Leadership of the Engineering Product/Project Teams
    • Internal and External Contract and Customer Project Management
    • Integrated Engineering Management support
    The position's responsibilities include: leading approximately 20+ employees from multiple sub- systems within the organization, coordinating resource prioritization and allocation within the department, and ensuring that the team's responsibilities are completed within budget and schedule. In addition, the candidate will be responsible for handling administrative tasks such as performance rating, merit planning, career development, technical and leadership training, disciplinary actions, etc., and other duties as assigned. Candidate must be highly organized, possess the ability to manage multiple projects, in a multi- contract environment. The candidate must have experience with leading complex systems projects, integrating with other organizations such as Logistics, Production, Safety, Quality & Mission Assurance, Maintenance and Operations, and interacting and meeting the needs of the customer. Prior experience with project management, NASA customer interaction and integrated team leadership is desired. The candidate should be familiar with a standard integrated engineering process and its application to development, manufacturing, modification, sustainment, and process control. The selected individual will perform other related duties and assignments as required. Manages project leadership activities. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Oversees the project planning and delivery of products based on complex technical requirements, engineering specifications/standards, aggressive schedules and critical milestones. Applies the appropriate technical experience, engineering judgement, objectivity, technical and quality standards, processes, procedures, and tools throughout the systems life cycle. Ensures system standards are met. Ensures horizontal integration within all of the Houston Engineering Logistics and Operations departments as well as supports organizational and cross-functional reporting to Program Management, the One EVA Program, KBR Management, and the NASA Program. This will require the candidate to not only manage the department, but also integrate/communicate with other departments to ensure milestones are managed appropriately. Required skills
    • Technical requirements management experience
    • System development lifecycle knowledge/experience
    • Knowledge of engineering standards and specifications, as well as engineering drawing standards, and specifications
    • Excellent communication skills, both verbal and written, as well as the ability to operate with situational awareness, and to be diplomatic in critical situations
    • The ability to demonstrate leadership experience on projects, technical and otherwise
    • The ability to demonstrate project monitoring and control experience
    • The ability to interact across organizations and all levels of personnel
    • Candidate must be effective at handling multiple tasks, flexible, and have the ability to responds quickly to changes, as well as the ability to manage manpower, priorities and customer requirements
    • Knowledge of ISO (AS9100) and/or systems development processes and procedures
    • Familiarity with the identification and execution of Process Improvement Initiatives
    • Candidate must have the ability to tactfully handle personnel issues
    • Candidate must to able to handle/control sensitive data (personnel, company, etc.)
    Desired skills
    • Familiarity with Extra-Vehicular Activity Operations
    • Familiarity with the Mission Control Center, Training Systems and Space Vehicle Mockup Facility Systems at the Johnson Space Center
    • Familiarity with NASA Panels, Control Boards, Contracts, and authorization processes.
    Qualifications Successful candidates must be able to apply for and successfully receive and maintain security clearance per eligibility requirements. Requires a B.S. Degree and 5-7 years of related management experience Project Management Training preferred
