    REQUIREMENTS

    This is a professional level position with a combination of field and office duties. This regulatory position' primary responsibility is executing the regulations mandated by Chapters 381 and 386, Florida Statutes with the objective of protecting the public from disease and illness due to environmental factors.

    This position requires that you have a Bachelor's degree from an accredited college or university in a physical or biological science and are certified in Food Protection and Onsite Sewage Treatment and Disposal. Must be willing to work independently, outdoors in the heat and on construction sites and have experience working with the public.

    Under the direction of the Environmental Supervisor II, this specialized professional position is responsible for performing professional, technical and administrative duties, exercising independent judgment in planning, organizing, and coordinating health programs. The position develops policies and procedures for program implementation, enforcement and daily activities of the Environmental Health (EH) department of the Florida Department of Health in Suwannee County (DOH-Suwannee) (and assists as needed in Lafayette County). This employee conducts daily inspections at locations that are regulated by EH. In addition, the position coordinates activities with local municipalities, county government, the Department of Environmental Protection, and the Suwannee River Water Management District through interagency agreements.

    Develops, coordinates, and reviews environmental programs to determine compliance with department rules and regulations for the protection and maintenance of the environment in Suwannee and Lafayette Counties. Within the district, reviews and communicates environmental regulations, policy and data with city, county, state and private industry. Provides departmental representation in matters affecting the Department at State and local meetings.

    Performs independent processing and evaluation of onsite sewage disposal system applications and permits. Assists contractors, engineers, developers, architects, planners, property owners, agents or permit holders regarding environmental laws, rules and regulations. Performs site evaluations for new, existing, and failing facilities. Develops and enforces specifications and issues permits for individual disposal systems. Regulates state certified contractors in installation of disposal systems. Performs all site evaluations, system and final inspections and follow up compliance inspections of operating permits and paperwork necessary for permitting within specified time limits as designed by rule or supervising staff. Assists EH supervisor with work load, planning, scheduling and tracking required completion of annual inspections for all programs.

    Independently inspects, investigates complaints, permits, evaluates, processes and determines approval or denial of new permit applications for programs including but not limited to migrant labor camps, mobile home and RV parks, public swimming pools and bathing places, food service facilities, tanning facilities, group care facilities and limited-use drinking water systems. Permits, collects and evaluates samples and data submitted for limited-use drinking water systems and informs the owner/operator about any documented water contamination or compliance issues.

     

    Investigates reported animal bites, inspects confinement of biting or bitten animals to meet requirements, rules, or state policy, and cooperates with local medical facilities and agencies to promote program. Prepares mailing sample package in a safe manner for laboratory examination when required and maintains adequate records.

     

    Investigates assigned complaints related to areas regulated by DOH-Suwannee EH department and secures voluntary compliance. Initiates enforcement action if required to secure compliance, including but not limited to drafting non-compliance and warning letters. Forwards complaints to proper regulatory agency if beyond health department jurisdiction.

     

    Works any food illness complaints that are determined to be from DOH regulated food establishments. Assist the regional food and waterborne epidemiologist if requested. Properly acquires all pertinent information regarding food complaints.
