      Responsibilities

      EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

      This position is located in the IT Services Division (MWITS) of the Mount Weather Emergency Operations Center. As Information Systems Security Manager, the Lead IT Specialist (INFOSEC) is responsible for leading the structured Security Authorization Processes for all types of information technology solutions supporting Agency/MWEOC assets. Typical areas of responsibility include:

      • Leading and conducting security oversight inspections, assessments, and reviews
      • Identifying deficiencies and presenting them for consideration as minor, moderate, significant, or material weaknesses
      • Project planning, documentation development, tracking of findings, development of remediation strategies and presenting assessment briefings to managers
      • Working with program officials and system owners to develop and implement corrective actions

      All MWEOC staff have emergency assignments and are considered deployed in place. Exercises and activations are planned and unplanned, and may require long hours, nights, weekends and holidays.

      All MWEOC employees are: (1) required to use a government-issued electronic device (to include cellular phones); (2) subject to recall during emergency situations; and (3) required to perform work in locations both above and below ground.

      Qualifications

      Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

      You qualify for this position at the GS-14 level (starting salary $121,316) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-13) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Examples of specialized experience for this position includes:

      • Developing and implementing policies, standards, and compliance requirements for Federally owned/operated IT environments;
      • Conducting structured security authorization activities following the Federal Information Security Modernization Act of 2014 or a similar Risk Management process;
      • Assessing security events to determine impact and remediation strategies, executing solutions and reporting progress to stakeholders;
      • Preparing and presenting security awareness materials and user training.

      In addition to the minimum qualifications described above (specialized experience statement), you must have IT-related experience demonstrating each of the four competencies listed below:

      1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

      2. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
