      Responsibilities

      Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, New York Field Office in Queens, NY.

      Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security.
      This position starts at a salary of $146,529.00 (GS-15, Step 1) to$170,800.00 (GS-15, Step 10) with promotion potential to $170,800 GS-15 Step 10).

      In this Supervisory position you will become a key member of a team of homeland security professionals overseeing one or more functional areas at the port of entry. As an Assistant Port Director (Trade), your job will include:
      • Directing and implementing major trade programs
      • Ensuring the effective analysis of advanced information received prior to the arrival of cargo into the United States via all modes of transportation
      • Maintaining effective, productive and collaborative relationships with other Federal, state, and local law enforcement and trade entities
      • Providing guidance and training to communicate intelligence/enforcement information, disseminating new procedures and policy changes, and identifying areas of special emphasis
      • Establishing policies intended to improve and develop employees

      Qualifications

      Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
      • Directing and managing a myriad of enforcement-related programs designed to address anti-terrorism and border security enforcement activities in the passenger and cargo environments
      • Ensuring full and proper use of the Advanced Targeting Systems, non-intrusive inspection equipment, radiation detection devices, and canine enforcement teams
      • Directing the development and deployment of local special operations aimed at addressing high-risk areas of concern in the cargo environment
      • Managing a highly-skilled and trained work unit that serves as first responders
      • Implementing and training for effective response protocols for hazardous incidents, deployment plans and response protocols for radiation portal-equipment installs, and maintaining effective, productive and collaborative relationships with other Federal, state, and local law enforcement entities
      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      Secondary CBPO Enhanced Retirement Requirement: The criterion is that knowledge, skill and ability in a position deemed to meet primary CBPO special retirement coverage is a mandatory prerequisite to satisfactorily perform the major duties and responsibilities of the job. In order to meet the requirements of this secondary CBP Officer position you must have permanently served in a primary CBP Officer Special Enhanced Retirement covered position, i.e. Customs Inspector, GS-1890, Immigration Inspector, GS-1816, Canine Enforcement Officer, GS-1801, or CBP Officer, GS-1895.
      Note: If you currently serve in a permanent Secondary CBPO Enhanced Retirement covered position, you are exempt from this mandatory prerequisite.

      You must:
      • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
      • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/03/2020.

      Polygraph Examination: The Supervisory CBP Officer (Assistant Port Director) position is a polygraph-required position.       Physical Fitness Requirement: You will be required to successfully pass the Pre-employment Fitness Test-1. Please see the Pre-employment Fitness Test-1 Readiness Program for additional information. This is a 6 week program designed to assist you in achieving a level of physical fitness that will help you successfully pass the CBP fitness tests.

      Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. You will be required to certify whether you have ever been convicted of such an offense. False or fraudulent information is criminally punishable by fine or imprisonment.

      Security Clearance: You may be required to obtain a Secret or higher level clearance for this position.

      Uniform: This position requires you to wear an officially-approved uniform while in a duty status.

      Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency wavier by meeting one or more of the following conditions:
      • Working for the U.S. Government as a federal civilian or as a member of the military
      • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
      • Participation in a study abroad program sponsored by a U.S. affiliated college or university
      • Working as a contractor, intern, consultant or volunteer supporting the U.S. government

      Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

      Supervisory Training: All newly appointed, first-time GS-15 Senior Managers are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include CBP LI five (5) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

      Selectees may be required to successfully complete the Essential Supervisory Skills (ESS) course. Failure to successfully complete the ESS course within the supervisory probationary period will result in the employee being removed from the position.

      Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators.

      Basic Training: You may be required to attend approximately 18 weeks of training at the Federal Law Enforcement Academy (FLETC). Candidates selected for certain duty locations may receive an additional 6 weeks of Spanish language training.

      Data Systems: You will be required to maintain access to all data systems necessary for duty execution.

      Shift work: You may be required to perform work on a shift and rotational basis.

      Motor Vehicle Operation: You must possess a current valid State driver's license at the time of appointment.

      Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.

      Mobility Agreement: Selectee(s) will be subject to a mobility agreement.
