      Responsibilities

      Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Office of Human Resources Management, Occupational Safety and Health Division (OSH), located in Blaine, WA, and Seattle, WA.

      Joining the Customs and Border Protection, Office of Human Resources Management, will allow you to serve as the field program specialist by providing technical assistance in the areas of industrial safety, fire protection, safety engineering, industrial hygiene, ergonomics, radiological safety, communicable diseases, hearing conservation, and emergency planning. This position starts at a salary of $84,045.00 (GS-12, Step 1) to $109,264.00 (GS-12, Step 10) with promotion potential to $109,264.00 (GS-12 Step 10).

      In this Safety and Occupational Health Specialist position, you will become a key team member of Homeland Security professionals involved in making quick decisions, and assisting in the development and implementation of regional safety related programs and procedures in their assigned area. Typical work assignments include:
      • Providing OSH support, advice and assistance to the Blaine and Seattle sector management and employees.
      • Conducting annual, pre-occupancy and other inspections of all facilities in area of responsibility (AOR).
      • Conducting investigations of incidents and accidents in AOR.
      • Providing OSH training to supervisors and employees as needed, and/or as requested by sector management.
      • Responding to emergencies in AOR, as well as assisting other SOHS in their AORs with emergencies or other contingencies as needed and/or requested.

      Qualifications
      Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

      Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

      • Managing safety or occupational health program elements.
      • Developing and recommending safety and occupational health policy to higher levels of management.
      • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
      • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
      • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
      • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
      • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
      • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
      • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
      • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse
      You qualify for this position if you meet the basic requirement listed above, and possess one year of specialized experience, as described below.

      Experience:
      You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
      • Investigating and helping resolve safety and occupational health problems which encompass a wide variety of occupations in commercial type operations, in hazardous environments, and in other inherently dangerous law enforcement environments common to agency operations;
      • Advising management on responding to employee allegations of unsafe or unhealthful working conditions, OSHA investigations of reported hazardous conditions or unsafe work practices, union grievances and unfair labor practices related to occupational safety and health;
      • Conducting field surveys and upon special request, studying work operations and performing or requesting technical hazard surveys that may involve asbestos, noise, radiation, toxic materials, vapors, and dusts, as well as other environmental health hazards;
      • Identifying, directing, and where possible, conducting safety training for all assigned employees and supervisors. Training may be standardized courses, specific training needed to protect employees from emerging threats, or other less formal training opportunities to promote general safety and safe work practices.
      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
      • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/21/2020.

      Residency: There is a residency requirement for all applicants not currently employed by CBP.
