    The Global Supply Chain (GSC) organization is seeking a driven individual for a Principle Supply Chain Subcontract Specialist (PSCSS) role with a focus on major subcontracts for the F-35 CNI Business Unit (BU). The SCSS position is an exciting opportunity to be a part of a dynamic program supporting our warfighters and allies while interacting with the Program's most important and highest profile domestic and/or international suppliers. The candidate should have a general understanding of Supply Chain Management (SCM) principles - materials management, procurement, subcontracts, cost budgets, supplier quality, production, and logistics as well as FAR and DFARS regulations. The PSCSS role will include sourcing and procuring specialized materials, equipment and services from strategic/key major subcontractors while owning the contractual management of the subcontractor. The PSCSS will be responsible for source selection from subcontract proposal through execution and closeout and coordinate and collaborate with key stakeholders including contracts, engineering, quality, planning, operations, program and end-users. The PSCSS will also assist in the development of subcontract work statements and terms and conditions for the procurement of high value / high profile specialized materials, equipment, and/or services. Other areas of focus consist of preparing request-for-proposal packages; conducting bidder's conferences; analyzing and evaluating proposals; negotiating subcontract price and provisions; selecting or recommending subcontractors; preparing awards and administering resulting subcontracts; identifying strategies and opportunities to reduce cost; improving efficiency and managing risk through strategic and targeted negotiations; managing performance of subcontractors; ensuring compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. The PSCSS will employ sound business practices to assess supplier performance as part of follow-up activities; review and approve subcontractor payments; utilize process tools with subcontractors to drive quality, efficiency and continuous improvement. In conjunction with the Quality organization, the SCSS will evaluate and monitor subcontractor quality and reliability as well as the subcontractor's ability to support required delivery schedules.


    Qualifications :

    Basic Qualifications:

    6+ years of experience in subcontracts, procurement and/or contracts with Bachelor's Degree;

    4+ years of experience in subcontracts, procurement and/or contracts with Master's Degree;

    US Citizenship and ability to obtain government security clearance;

    Proficiency in MS Office Suite;

    Must possess strong organization, communication and writing skills

    Preferred Qualifications:

    CPSM, CSCP or similar Certification;

    Working knowledge of SAP;

    Experience managing major / high dollar international subcontracts;

    Experience and working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS)
