Performs complex (journey-level) consultative services and technical assistance work for the TB/HIV STD Section (Section) 340B Program. Work involves planning, developing, implementing and maintaining the 340B program to ensure consistency and complaince across all four Section 340B programs. Providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. Would assist in managing and tracking periodic self-audits. Would conduct compliance monitoring as needed. Assists in convening and managing the DSHS 340B steering committee. Conducts training and education to staff working or assiting in managing the Section 340B Program; to include developing training and competency materials for all staff and leaders who work with the Section 340B Program. May also conduct training and education for other stakeholders. Works under general supervision of the Pharmacy Branch Manager with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
(40%) Provides complex (journey-level) consultative services and technical assistance work for the TB/HIV/STD Section (Section) 340 B Programs. Work involves planning, developing, implementing and maintaining the 340B program to ensure consistency and compliance across all four Section 340 B programs. Keeps abreast of trends and issues pertaining to the program and relays applications and interpretations to assist the Section. Assist in the development, implementation, or promotion of programmatic resources/tools to support staff. Assists in preparing justifications for the implementation of procedural or policy changes. May recommend and coordinate activities to produce a more effective program. May develop policy and procedure manuals. Conducts training and education to staff working or assisting in managing the Section 340B Program; to include developing training and competency materials for all staff and leaders who work with the Section 340B Program. May also conduct training and education for other stakeholders. Participates in projects, councils, and special initiatives related to 340B. Prepares and assists in the monitoring of various tracking and reporting measurements to ensure compliance with the program.
(25%) Communicates with the program and stakeholders concerning the 340B program. Maintains lists of contact persons of registered 340B sites. Performs filing and monitoring duties as it relates to renewing 340B certification paperwork to ensure that DSHS, regional and local health entities maintain compliance as a covered entity with HRSA/ OPA. Prepares and assists in the monitoring and collecting of measures to ensure satisfaction with the 340B Program. Participates in the development and implementation of reports generated on the 340B Program that outlines savings, utilization, exceptions, and discrepancies. Ensures that reporting meets federal and state laws and requirements and guidelines. Provides a monthly report on saving opportunities and communicates on key metrics and improvement actions to management. Monitors, reviews, and evaluates compliance with program policies and procedures, statutes, and rules for assigned program.
(20%) Provides assistance in determining opportunities for cost savings and business improvements in 340B contract pharmacy utilization. Assesses opportunities for cost savings and system improvements to yield higher compliance. May be required to work on inventory management of the 340B Program and offer input as to the application's overall functionality and opportunities for improving compliance and or efficiency. Prepares monthly financial reporting and analysis, including, but not limited to, metric reporting, scorecards, and variance analysis and reporting.
(10%) Prepares and assists in the monitoring of various tracking and reporting measurements to ensure compliance with the program. Tracks and reports program savings on a regular basis; communicates to the leadership team on an ongoing basis. Assists with convening and managing the DSHS 340B steering committee.
(5%) Other duties as assigned to include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP).

Registration or Licensure Requirements:
Graduation from an accredited four-year college or university with major course work in Business, Economics, Public Health, or a field relevant to the assignment is preferred.
Certified Pharmacy Technician (CPhT) preferred
Advanced 340B Operations Certificate Program preferred. Candidate must earn the Advanced 340B Operations Certificate within one year of hire.
Initial Selection Criteria:
• Graduation from an accredited four-year college or university with major course work in Business, Economics, Public Health, or a field relevant to the assignment is preferred. CPhT is preferred.
• Two years' experience in 340B data analysis or direct operations of a 340B program at a covered entity is required.
• Experience working with pharmaceuticals, order fulfillment and inventory management (pharmacy tech experience preferred).
• Experience with organizational policy and procedure development. Prefer experience with responding to audit findings and instituting corrective actions.
• Experience with training, communications, conducting presentations and public speaking.
• Experience working with Excel, Power Point, and Outlook software applications.
