    Hours: Day Shift Education & Experience: A Bachelor’s Degree in business administration or a closely related field with a concentration in financial management or financial analysis.
    Five (5) to eight (8) years progressively responsible professional work experience in project/program management, quantitative analysis, financial analysis, or structured approaches to analysis to include data manipulation comparable to a component plans analyst. Job Description:
    The Resource Analyst (RA) will use Sponsor specific contracts, accounting, funding and travel databases/program to concur on funding allocation and verify/validate data. The RA will manage funding and program meetings that facilitate funding and program actions. They will assist in the development of the then program budget and track the management and executions of funds at the task level using Microsoft Excel. Duties/Tasks and Responsibilities
    The RA will review resource data and maintain detailed spreadsheets on positions filled, positions vacant and positions needed The RA will work with Sponsor Resource and Program Management Team to validate FTE data for existing and projected contracts. The RA will provide forecasting and funding data to assist staff managers plan for fiscal year needs on enterprise contracts.
    The RA will track changes and generate ad hoc and standardized budget reports, as required, to assist in decision making regarding potential resource trade-offs. The RA will perform financial analysis and planning across portfolios and will provide monthly and quarterly financial reports to enable return on investment calculations and input on future funding decisions.
    The RA will generate ad-hoc reports from applicable data repositories in order to assess planned vice
    actual performance in order to assist management in applying resources at the most significant point of impact. As needed, the RA will provide subject matter expertise on issues regarding Earned Value Management. The RA will maintain records for contracts, service level agreements, and customer support agreements. This requires the RA to have extensive on-the-job experience with Microsoft Excel (experience with formulas, The RA will serve as a subject matter expert on data collection and reporting, to include assistance with major Sponsor procurements.
    The RA will develop internal database tools to be used for compiling and comparing information tracked by various existing databases (e.g., Sponsor contract and financial systems) in order to reconcile any differences and present a unified report.
    In response to tasking from component management, the RA will predominately create Microsoft Excel databases to be used to store detailed data used for reporting purposes for the center. The RA will document standard operating procedures for various component responsibilities, including contracts and financial management. Requirements:
    Demonstrate an understanding and support the annual budget build by contributing to the development of the Program-Budget Submission and the Congressional Budget Justification Book (CBJB).
    Exhibits broad comprehension of relevant statutes, regulations, and policies in resource utilization and the budget development and execution processes.
    Recognize the relevance of analytic results, including historical trends and significant findings, in
    constructing budget submissions and assessing budget execution; draws inferences, extrapolates, and generalizes as appropriate.
    Implement highly innovative, effective procedures and processes to solve the difficult problems and cost
    equations; identifies and resolves data discrepancies.
    Leverage professional network and experience to provide value-added input; identifies key players.
    Establishes, fosters, and maintains constructive working relationships with these groups.
    Demonstrate an understanding of physical, technical, human, and financial resource requirements and availability for all of a component’s programs.
    Construct background documentation as directed on programmatic and resource analyses, discussions, thinking, and decisions to aid the component's resource management continuity.
    Coordinates with components regarding initiatives and current program status.
    Uses knowledge of component resources and alternative resource sources to propose and implement cost\ efficient strategies for meeting mission goals. Desired Skills:
    Prior resource analytical experience, with an understanding of the full budget cycle and working experience in each phase, including formulation, execution-year activities, and Subject expertise with spreadsheets and manipulation. Experience with strategic planning, program management, and resources to include profile expertise if possible.
    Ability to function in a high-paced environment and provide detailed and timely responses to immediate taskings.
    Excellent critical, thinking, problem solving and understanding of customer processes/requirements. Analytic skills to evaluate programmatic data, resolve inconsistencies, and propose solutions to challenging problems.
    Strong Critical thinking, writing, and briefing skills to clearly express detailed program data and convey impacts to varied audiences at the varies levels.
    Working knowledge of Sponsor Organization system financial tools, and methodologies. About EICORP:
