SPECIFIC JOB DESCRIPTION: The Chemical and Biological Defense Planner/Strategist provides cross-functional strategic planning and policy support to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) by providing subject matter expertise, advice, and recommendations on the development and update of ODASD(CBD) and Chemical and Biological Defense Program (CBDP) plans and strategies. This individual will help CBDP senior leaders understand the operational environment and then visualize and describe viable solutions to operational problems. Support will involve a wide range of activities, to include: * Producing strategic plans that implement the guidance and priorities of the ASD(NCB) and DASD(CBD); * Reviewing current ASD(NCB) and CBDP strategies and policies (e.g., Department of Defense Directive (DoDD) 5160, the CBDP Strategic Plan, ASD(NCB) Strategic Guidance, and others); * Reviewing and integrating current national strategies and policies into planning documents for chemical and biological defense; * Developing recommendations for integrating chemical and biological defense priorities into upcoming Departmental strategies and policies, including the Defense Planning Guidance, etc.; * Participating in planning meetings with interagency partners to implement chemical and biological defense priorities; * Leading Departmental-planning teams, as necessary, to develop plans; * Drafting, coordinating, deconflicting, and recommending adjudication of comments for strategies as necessary to produce plans; * Maintaining a 5-year planning horizon that identifies where we are going and those major events and DoD processes that must be taken into consideration; and * Anticipating Departmental and National strategic level events, actions, and factors, and then determining how the CBDP should prepare for them. Arranging strategic guidance and planning efforts and determining how and where the CBD should engage. SKILLS & EXPERIENCE: The following skills and experience are required for this position: * Must have minimum of a SECRET clearance. * Prior experience with the oversight of acquisition programs is desirable. * Prior chemical and biological defense experience is desirable. * Prior experience and/or knowledge of government contract acquisition processes is desirable. EDUCATION & YEARS OF EXPERIENCE: Must have a minimum of a bachelor's degree OR a minimum of five years chemical or biological defense experience.
