JOB RESPONSIBILITIES Individual will provide oversight and executive level management to overall contract operations often involving multiple projects/tasks and groups of personnel at multiple locations. The Program Manager will maintain and manage relationships with senior level management within the client organization. Individual will also be responsible for ensuring senior level management within the client organization is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision which may include subject matter and unique technical knowledge; managing multiple contract operations; ensuring quality standards and work performance on all task orders and projects; planning, organizing and overseeing work efforts; assigning resources, managing personnel, providing risk management; ensuring quality management; and monitoring overall project and contract performance. Program Manager is required to manage the program within the negotiated level of effort to include overall costs of the program. PM will be required to provide accurate and timely reports, program management reviews, weekly meetings, maintenance of schedules and technical documentations; as well as ensuring delivering exceptional performance while maintaining positive customer relations. Individual will perform day-to-day management of the program, and develop long term and strategic objectives to ensure that end user requirements will be satisfied; Will perform horizontal integration planning, and interface with other functional areas, as well as across the projects; Ensure technical solutions and schedules are implemented in a timely manner; Responsible for formulating and enforcing work standards, defining schedules, reviewing work discrepancies, and communicating policies, purposes, and goals of the Program. The Program Manager organizes, plans, directs, staffs, and coordinates the overall program effort; manages contract and subcontract activities as the authorized interface with the Contracting Officer, COTR, Government management personnel, and customer agency representatives; ensuring compliance with Federal rules and regulations. Other duties include: * Provide broad program oversight over a large, multi-functional service contract. * Exercise independent judgment as well as high level and analytical skills in solving complex and unusual managerial, technical and administrative problems. * Responsible for staffing, program planning, execution, performance, quality control and deliverables. * Interfaces directly with program personnel to ensure full program results and compliance. * Ensure maximum effectiveness in use of resources. * Lead and oversee all activities related to staffing such as: recruitment, orientation, training, staff production, counseling, remediation, evaluations and performance appraisals, and voluntary or involuntary separation. * Provides direction to contract management and administrative and other support staff (e.g. business analyst, technical writer, graphic artist or designer, administrative assistant). * Coordinate and lead all contract level programs and projects. Provides innovative management solutions to client. * Provide management and technical direction of program and provides internal planning, guidance and management structure for tracking accomplishment of work assigned. * Organize, direct and coordinate with contract managers on planning and production for all contract support activity across all tasks. * Oversee integration and coordination of new projects and provides plans to address workload spikes. * Ensure services and deliverables are completed, reviewed, accurate, and submitted on time (narrative and statistical reports, invoices, procedural manuals, customized reports, etc.). * Work with client on the evolution of performance standards for a wide variety of activities including information or technical research, library services, instructional design and records management. * May be required to identify and provide appropriate consultants per the requirement in the contract. * Ensures communication is maintained with the Government on all aspects of the contract. * Meet routinely with the Government and contract staff. * Confirms to client that new projects or initiatives falls with-in level of effort and communicates expectations to contract staff. REQUIREMENTS * Bachelor's Degree required; Master's Degree or higher preferred * Project Management Professional (PMP) required * Minimum of ten (10) years of experience managing a government program * Capable of negotiating and making binding decisions for the company * Extensive experience and proven expertise in managing similar multi-task contracts of this type and complexity * Extensive experience supervising personnel * Top Secret security clearance highly desired * Industry Certifications desired: * ITIL V3 * Agile Scrum Master * Certified Ethical Hacker * Control Objectives for Information and Related Technology (COBIT) * Six Sigma * Quality Management experience desired: * CMMi * ISO * Direct Agency experience required: * Justice (FBI, OJP, Criminal Division) * Specific Industry experience required: * Learning Management * Records Management * Mission Services * Professional Services * Administrative Services The position is located in Reston, VA To apply, send your resume to6ksystems.com/careers/ 6K Systems, Inc.
