CWMD / CBRN Analyst Overview ANSER is recruiting technical subject matter experts and program analysts to support a variety of government clients, to include DTRA, JPEO, JRO, DHS, and DARPA. We are seeking SMEs at all levels of seniority in disciplines ranging across physical sciences, biology / medicine, engineering, operations research, intelligence. We are also seeking programmatic and financial analysts to support our clients managing project execution. SECRET or higher clearance is required. Subject Matter Expert Conducts organized analytical assessments and evaluations to understand and/or evaluate complex issues to inform decision making, policy development, system development, management, or administration of client processes. He or she performs studies, analyses, and evaluations across a wide variety of domains and provides recommendations to client organizations to improve the organizations mission performance and supports development and execution of programs to implement solutions. The candidate must be able to assist the client managing and directing science and technology research from the basic sciences to advanced development. The ideal candidate will have experience in DOD research management. The candidate must be capable of frequent interface with the project/task leader and government clients, and apply basic principles, theories, and concepts to solve a diverse range of complex problems in coordination with other analysts. The ideal candidate will work well either independently or as part of a team. A degree in related discipline is highly desirable. PMP certificate is highly desirable. * Help develop and drive programs which result in producing systems required to meet the customer requirements * Plan and coordinate operational activities within A&AS team and with the client S&T management team. * Review proposals, research activity reports and financial statements to determine progress and status in attaining objectives and revise objectives and plans in accordance with current conditions. * Help translate business vision and strategy into operational tactics for building organizational support and infrastructure needed to achieve this end. * Provide guidance and support in the development and management of S&T programs, including methods and protocols to meet client expectations by understanding current and future customer applications. * The ideal candidate can bridge the gap between research and DOD operational application. * Assist in setting strategies, goals, programs, best practices and compliance improvement projects for the assigned project area and help in improving operational execution. Technical Program Manager will possess knowledge and experience in CWMD/CBRN related programs. Providing leadership and expertise to deliver programs and initiatives on schedule and within budget. Will be responsible for supporting the planning and administering of both projects and overall program, and ensuring that deliverables are completed correctly and on-time. Provide advice regarding the solutions to support the organization's vision and strategic direction. Candidate must possess strong organization, presentation and customer service skills. PMP certification is highly desirable * Running complex programs and projects * Ensuring all projects follow standard procedures that are used in the management and deployment of projects * Understanding and planning of CWMD/CBRND projects * Undertaking strategy creation for contingency planning and risk mitigation * Planning and scheduling project goals, milestones, and deliverables * Defining requirements and planning the project life cycle deployment * Identifying and solving project issues effectively * Designing and maintaining project and technical documentation * Reporting the progress as well as the problems to management stakeholders Financial Analyst Knowledge of contract execution, MIPRs, Interagency Orders, grants, and FADs desired. Will be responsible for supporting the planning and administering of overall program financial execution to include program build development, spend plan creation, obligation and expenditure tracking, and general reporting. The analyst will provide advice regarding the solutions to support the organization's vision and strategic direction. Candidate must possess strong organization, presentation and customer service skills. A degree in a technical discipline related to area of support is desirable but not necessary.
