Responsible for the effective management, leadership, direction and execution of task order activities to include the planning and implementation of installation access control, static perimeter security, roving security patrols, intrusion detection system monitoring in support of a US Government Facility. Serves as the company principal point of contact with the customer and other US Government personnel associated with the task order. Actively support and uphold the Company's stated vision, mission and values. • Provides leadership, management, and direction, in coordination with the Program Manager • Accountable to the customer for the schedule, performance, and quality of activities and resources • Oversee Programs/Projects to ensure operations are effectively managed, on schedule, within budget, meeting PMWIs (Project Manager Work Instruction) to ensure operations and company success •Manages and coordinates as necessary with the Director of Contracts/Subcontracts • Implements program strategies to mitigate risk and maintain continuity of operations in accordance with the task order requirements • Provides leadership, management, and direction, in coordination with the Program Manager, for task order Contractor personnel • Serves as the OCONUS Contractor principal point of contact with the customer • Coordinates with CONUS and OCONUS Contractor management in developing professional relationships with OCONUS personnel including, but not limited to: • Customer leadership staff • Private security personnel working for the department or other government agencies • U.S. and foreign diplomatic personnel • Foreign security personnel • Host nation law enforcement • Ensures timely and accurate reporting, as outlined in the task order and in this contract • Makes recommendations to the Business Unit Manager in relation to projects and opportunities • Resolve conflicts and provide interface between PMs and other departments • Creates assignments concerning incoming proposals ensuring level workloads and effective skill management: balance personnel strengths, weaknesses and working relationships • Ensure confidentiality and ethical handling of all assigned communication and correspondence • Minimum of 5 years of capture, proposal development experience • Must possess full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle • Demonstrated successful capture experience to support strategic opportunity pursuits • Requires strong coordination, relationship building, and integration skills to achieve proper synergies for effective program capture • Ability to gain internal support and to operate independently without supervision • Ability to establish working relationships with customers, other companies, technical staff, managers and peers • Creative thinking on competitive positioning, win strategy, themes and discriminators • Extensive experience evaluating and recommending key teammates and partners, along with determining a teaming strategy to optimize value • Demonstrated oral and written communication skills with all levels of company and customer management • Strong analytic, presentation, and problem-solving skills • Demonstrated ability to manage a complex task and team comprised of personnel who are highly educated and skilled, yet not direct reports • Intermediate user level of computer systems and Microsoft Office software (Word, PowerPoint, Excel, Outlook, Access) • Must have current US Passport • Must be able to obtain a Secret Security Clearance • Must be able to pass a physical approving candidate for overseas work • Must be able to pass a detailed background investigation • Travel to operational locations as required, which are frequently in austere or hostile environments Preferred Qualifications • Strong written and oral presentation skills • Excellent interpersonal and communication skills • Excellent organization skills • Proven ability to work both collaboratively and autonomously • Strong initiative • Ability to work under pressure and meet tight deadlines Who We Are About Caliburn International, LLC: We are a leading provider of professional services and solutions to U.S. federal government agencies and commercial clients.
