Location Reston, Virginia Contract SIA III Timeline Open Req Number AP--21-00001 Description Assertive Professionals is in search of Senior Counterterrorism (CT) Analysts to support the Defense Intelligence Agency's (DIA) Defense Counterterrorism Center (DCTC) Emerging Threats Division. CT analysts will support national-level counterterrorism planning and operational missions, analyze terrorist tactics and operational capabilities to include internal security, organizational facilities, and personalities involved in terrorism tactics, techniques, and procedures (TTP) to include threats, intentions, capabilities, modus operandi, and produce and disseminate all-source intelligence studies and products. Additionally, Senior CT Analyst within the Emerging Threats Division will: * Provide research, exploit, organize, prioritize, and produce intelligence information to support its mission to apply complex analytic methods to evaluate terrorism issues in the Homeland as well as on 'over-the-horizon' products projecting the state of terrorism in the 12-60 month range * Develop strategic out year (1-5 years) analysis on transnational terrorism threats and trends in support of OSD, Joint Staff, CCMDs, Whole of Government/lnteragency and International partners and seniors. Key focus on developing analysis that supports customers' understanding of future transnational terrorist threats as they develop and support the related US and Coalition CT plans, policy and collection initiatives. Extensive analytical work (mainly remote) with International, CCMD, the Defense Intelligence Enterprise (DIE), and Interagency partners * Work with DoD and the Federal Bureau of Investigation investigative elements to identify themes and trends on DoD Insider Terrorist Threats. Will provide analysis to investigators supporting cases as well as develop strategic theme and event based analysis to OSD, Joint Staff, CCMDs, Interagency partners, and seniors. Also charged with the US Homegrown Violent Extremist analytical portfolio for US DoD, Interagency and key International Partners * Demonstrate experience utilizing national or strategic all-source datasets and provide substantive expertise covering all facets of transnational CT analysis * Conduct research and analysis of data, information, and intelligence to produce a wide range of finished all-source intelligence products for senior U.S. defense department and government officials, and CCMDs that are in accordance with ODNI and DIA Analytical Standards, such as Intelligence Community Directives (ICD) 203 and 208 * Produce in-depth strategic, operational and tactical analysis of transnational terrorist networks and activities. Finished intelligence products shall include, but not be limited to. standard and nonstandard DIA products as well as briefings for the tactical and strategic customers. Per ICD guidance production will be well coordinated within DIA and with other IC partners as well as at times with allied partners * Be a substantive expert on terrorism and strong briefers. Shall brief Joint Staff General Officers, International Partners, IC colleagues and senior executives with limited or no prior notice on a range of terrorism issues * Support DoD, Interagency (including Law Enforcement) and allied field collectors and determine the best methodology to prepare and produce integrated intelligence products including targeting products in support of special operations * Provide direct analytical support, in the form of recognized DI production line pieces (such as DIA's DI Shorts and Longs) as well as bespoke production requested in RFIs, in support of national and DoD/CCMD level planning efforts to include contingency, and crisis planning. Required: * US government clearance: Active or Current TS w/ a current SCI with the ability to obtain a CI polygraph * Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements * Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology. Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks * Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings * Demonstrates ability to work independently and with minimal oversight * Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products * Demonstrate experience utilizing national or strategic all-source datasets Desired: * CI Polygraph * Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years * Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree Total yearly compensation: $95,000.00-$100,000.00. Candidates meeting the minimum qualifications for this position can expect a starting salary at $95,000.00 Candidates who possess additional desired qualifications can expect a higher starting salary, up to a maximum of $100,000.00. In addition, hired analysts are eligible for either a $1,000.00 sign-on bonus OR $2,000.00 cost-reimbursable relocation bonus.
