ARS is seeking a highly qualified individual to lead and assist the Government in transforming how to plan, select, acquire, operate, maintain and sustain the next-generation enterprise IT and cyber infrastructure. To the greatest extent possible and using commercial technology and best practices, the Chief Acquisition Strategist & Cloud Architect SME will guide our customers in the transformation from program and organizational-focused IT to enterprise-level IT planning, solutions, and exploitation in a vendor agnostic manner (i.e., AWS, AZURE, etc). The ideal Chief Acquisition Strategist & Cloud Architect SME will be a master of organizational and technological change, deeply knowledgeable of IT and evolving commercial enterprise solutions, experienced with and understanding of transforming world-wide IT enterprises, and possesses deep knowledge of the many missions, organizations, and locations underpinning IT utilization within the DoD. Scope:
DoD IT and Cyber Infrastructure Transformation
The scope of the IT and cyber transformation spans the entire gamut of IT that underpins all military operations, including the technologies, processes, services, and people that perform IT technical operations and maintenance. There will be exceptions for specific weapon systems and in some cases subcomponents of a weapon system; however, these exceptions will be defined during discovery with stakeholders and in some cases these exceptions will change over time. The overall effort includes:
Cloud Hosting (Classified and Unclassified), on- and off-premises
Base services cloud, transition and operations Support
Enterprise IT Services: Emphasis on sharing across what were separate IT sub-domains
IT Service Management (ITSM) & IT governance
Cloud-based productivity tools: Reduce variation and increased sharing
Mobile application support: Patterns of exploitation
End user devices, laptops, cell phones, etc.
Performance measurement: user experience, equipment, IT operations, networks, and processes, including stratifications by geography, app, and organization
Specific technical and programmatic objectives are to apply commercial best practices and fundamentally restructure the way IT services are delivered today. The transformational plans and strategic visioning accomplished by the Chief Acquisition Strategist & Cloud Architect SME team will aid in defining the future investments of the Services. The Chief Acquisition Strategist & Cloud Architect SME team shall have experience developing executable plans to accomplish the following:
Cloud migration and transition to cloud operations and services for multiple world-wide commercial organizations
Delivering IT infrastructure world-wide and solutions that ride on that infrastructure
IT service strategic visioning, transformational change and program management
Operational baseline discovery and development and delivery of a transformational baseline
Technical analysis, technical project management and documentation
IT transition, execution and operations experience
Large enterprise-wide deliveries similar in size, complexity and user base
Successful organizational change management, including governance, strategic communication and planning, standards, policies and training Responsibilities Include:
Applying broad knowledge of Government and/or commercial industry best practices, policies, procedures, techniques and requirements to develop timely and executable plans of action
Developing a robust and aggressive approach for the adoption designing applications to be cloud native
Leading oversight and facilitation of system and business services mapping and inclusion into the Services’ enterprise configuration management database
Mapping of the Services’ core enterprise services, business processes and operational mission requirements to the infrastructure configuration
Working collaboratively with managed services resources
Continuously monitoring the configuration management baseline
Analyzing configuration item data and configuration item relationships
Identifying data inconsistencies for gaps, anomalies, and reporting on data discrepancies
Assist in identifying industry trends, processes, tools and methodologies within the IT Service Management (ITSM) and DESMF framework
Establish a roadmap that drives innovation across the Air Force Enterprise
Facilitate the Military Services’ ability to monitor and ensure effectiveness and efficiency of the IT services provided
Assist the Government in Service Level Agreement development, metrics creation, and data analysis to measure process compliance to assist in transforming the Air Force IT community to maximize ITSM value and provide and implement process improvement recommendations for that purpose
Meets with key vendors, industry leaders, venture capitalists, startups, etc., to maintain market awareness and provide assessment and recommendations of vendors' IT capabilities to the Air Force Qualifications/ Technical Experience Requirements:
Active TS/SCI Clearance required
Extensive travel may be required as needed for this position. An extensive acquisition, business, and technical background and personal experience in leading, directing, and managing large scale cloud migration initiatives within either the Federal government (preferably with a DoD Service), a state, or local government, or a large corporation. Such initiatives should emphasize information technology (IT) reform across various functional areas - to include DevSecOps (Development Security Operations), agile software development, and design applications to be cloud native.
Expert knowledge and demonstrated leadership in large-scale transition and migration activities to cloud infrastructure, from concept to implementation and sustainment. All positions at Applied Research Solutions are subject to background investigations.
