POSITION SUMMARY The Chemical and Biological Defense Medical Program Advisor directly supports the Medical Program Director (GS-15/O-6) and provides medical planning or strategy subject matter expertise to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) to assist in the oversight of the Departments chemical and biological defense (CBD) portfolio. This position provides CB medical defense subject matter expertise for the integration of national, interagency, and DoD acquisition policy/guidance efforts (i.e. the National Biodefense Strategy efforts, interagency medical issues (Integrated Consortium of Laboratory Networks, the Public Health Emergency Medical Countermeasures Enterprise (PHEMCE), etc.)). This position is located in the Pentagon. Support will involve a wide range of medical issues, to include: * Providing analytical support services to enable the effective and efficient oversight, coordination, review, and strategic planning of the CBD medical program. * Coordinating with relevant stakeholders and attending meetings, drafting and reviewing documents, as required. * Developing and proposing solutions to critical problems by creating actionable strategies, implementation plans, and oversight plans that use metrics to reallocate resources or efforts. * Providing support to Government leads on CB medical defense. * Providing technical subject matter expertise to facilitate government oversight, coordination, and integration of initiatives on medically related issues and programs that involve the interagency and international communities. * Representing the Medical Program Director at program reviews, Program Objective Memorandum (POM) medical meetings, and other medical related meetings to assist in the oversight of CBD medical countermeasures (e.g. antidotes, therapeutics, vaccines, prophylactics) and emerging threats. * Providing support to Government Leads on other medical portfolio issues, as required. * Supporting/tracking efforts relevant to working groups and sub-Interagency Policy Committees (IPCs), as they pertain to the Medical Program Directors responsibilities and concerns. * Supporting the ODASD(CBD) at interagency/international conferences, seminars, and meetings by preparing power point presentations, briefings, read aheads, and talking points and presenting briefings, as required. * Routinely engaging with senior military officers/civilians from the Services, Joint Staff, Interagency, White House, National and Homeland Security Councils, and Congressional staffers. * Coordinating with DoD and interagency stakeholders on CBD matters of national interest. EDUCATION, SKILLS, & YEARS OF EXPERIENCE: The following education, skills, and experiences are required for this position: * Five years of experience and a bachelors degree in biology, chemistry, or a related field is required. An advanced degree is highly desirable. * Must possess the minimum of an active SECRET security clearance. * Prior experience with the oversight of medical countermeasures is highly desirable. * Prior experience with the Food and Drug Administration (FDA) approval process is highly desirable. * Prior programming and budgeting and program management experience is highly desirable. * Prior experience with the Chemical and Biological Defense Program is highly desirable. * Recent experience with the DoD Correspondence and Task Management System (CATMS) system is highly desirable. * Defense Acquisition University Acquisition 101 and 201 is highly desirable. * Prior experience with the oversight of acquisition programs desirable. * Experience leading or managing relevant medical projects or programs for a DoD agency is desired. * Government laboratory experience desirable.
