This position requires an incumbent to apply skills for assistant managers and program staff in the full range of Federal HR Staffing, Recruitment and Benefit activities. Successful candidate must be Delegated Examining Unit (DEU) certified by OPM Responsibilities Include: * Perform staffing needs analyses - adjudicate qualifications and apply veteran's preference and merit promotion. * Reviews and evaluates applications of employment and develops recommendations for approval. * Screening applicants to ensure minimum qualifications are met in accordance with OPM Qualification Handbook and vacancy announcement requirements. * Maintain applicant registers, and maintain automated systems in support of staffing, records management, personnel management, and database accountability. * Prepare proposed rating/ranking for both Delegated Examining and Merit Promotion procedures. * Create vacancy announcements. * Prepare draft merit promotion and delegated examining certificates. * Quality review delegated examining and merit promotion qualification determinations made by Federal staffers. * Audit merit promotion and delegated examining case files for compliance with appropriate regulations and OPM delegated examining guidance. * Provide expert advice on a full range of Federal HR related Benefits programs and services to include eligibility requirements. * Performing work in line with Federal HR laws, rules, regulations and USPTO guidance.
