The Agency Data Office (ADO) is responsible for developing the Intelligence Community Data Services (IC DS) program, which provides trusted data services to increase discoverability and sharing of data. As part of the Business Operations: Outreach and Mission Engagement program, the Partner Account Liaison (PAL) is responsible for leveraging pre-sales engineering skills to understand various Mission Partners' individual mission needs. The ideal PAL will display a strong attention to detail, possess superior organizational skills, excellent oral and written communication skills, and a confident "can-do" attitude. Must be able to effectively multitask, prioritize, and manage activities simultaneously in a fast-paced and highly collaborative environment. Responsibilities Partner Account Liaisons (PALs) will proactively meet with existing and new or potential Mission Partners from the start of the outreach process through adoption to understand their mission's needs and assist the Partner with utilizing IC Data Services. PALs are responsible for the following tasks: * Support mission outreach activities and mission needs identification with Mission Partners from start through adoption, and all associated activities. * Leverage existing experience, including pre-sales engineering, and knowledge and/or develop knowledge of current and future IC Mission Partners to maintain working relationships - gathering requirements, understanding mission, business operations, products, deliverables, and understanding future data needs of the mission partner. * Understand and articulate all current and future IC Data Services (IC DS) * Stay current with industry best practices for Data Management and apply those practices when working with Mission Partners on the adoption of IC DS. * Facilitate a good working relationship with all Components, Data Delivery Technical Teams, and DS Contractors, in order to stay abreast of changes and updates made to IC DS. * Track and report out on all engagement activities with Mission Partners * Update and maintain all content on the IC DS Portal and track and report weekly on requests submitted through the Portal * Assist the Sponsor's designated business analyst in identifying Mission Needs that will lead to new functions and capabilities for IC DS. * Assist in the registration/cataloging process and provide "Best Practices" recommendations to Mission Partners. * Develop, document, implement, and maintain an Outreach Business Plan, which includes (1) a mechanism for a feedback loop to determine effectiveness of all outreach and mission engagement activities, and (2) a continuous process improvement mechanism based on Mission Partner feedback and changes to the business line, to include an annual update * Support the Sponsor's standing weekly and monthly meetings Qualifications * Bachelor's degree in any field and 5+ years of prior professional experience related to data management, technical requirements gathering, and relationship management. * A Master's Degree can be substituted for 2 years of experience * Highly motivated professional with excellent communication and interpersonal skills, including presentation skills to individuals and groups, both internally and externally * Fast learner who is at ease with technology, interested in maintaining a pulse on industry trends in data management * Ability to become proficient in the customer's requirement tracking and reporting systems * Working knowledge of Microsoft Office Suite, particulary Outlook, Excel, Word, and PowerPoint * Effective organization and time management skills with ability to prioritize competing requirements * Strategic thinker with willingness to analyze a problem and propose solutions * Willingness to review draft deliverables (i.e., proofread, identify, and correct documents) and suggest improvements * Willingness to identify and contribute to process improvement efforts Security Clearance: TS/SCI with polygraph
