    POSITION OVERVIEW In this position the contractor will operate cafeterias and provide food services in fixed structures provided by DOS. Each cafeteria will consist of an enclosed environment-controlled space that is fully furnished and has Government Furnished Equipment (GFE) food preparation equipment. The Contractor shall plan, procurement, prepare and serve food to all authorized patrons. As such the ILISS Contractor must maintain a staff that is properly equipped and trained to carry out these food services 365 days a year. The food Services Manager will manage the following * Cafeteria Operations * Snack Bar Operations * Carry Out Meals * Special events meals * Morale Meals * Off-Site Meal Request for conference and training The food Services Manager will be responsible for leading and managing a team of personnel providing support to the DOS mission. Food Services is considered a critical area of support and high Risk and can not fail. The food service task must maintain the highest levels of quality, customer satisfaction and service. DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS) Serve as the Food Service Manager who is responsible for managing and coordinating food service functions for all the cafeterias and food service locations at all three sites. Minimum qualifications for this position are: * Minimum 15 years of experience working in institutional type food service or military supply environment. * Demonstrable knowledge of U.S. FDA standards relevant to food services, Codex Alimentarius and HAACP * Must possess or be able to obtain the Food Managers Certification (National Restaurant Association) within 90 days of hire. * Comply with Fit for Duty standards * Must possess or be able to obtain a Secret clearance * Valid driver's license * Native or equivalent-level English speaker. As a key personnel position, the Food Services Manager position must be encumbered 99% of the time with a qualified person. JOB REQUIREMENTS AND QUALIFICATIONS Qualifications include: * Management of a large food services contract supporting a DOS, DOD or Large organization with over 1000 meals per day. * Experience with Managing and Staffing Third Country National (TCN) * Food Safety and Standards * Experience with food waste and mitigation approaches * Development of 28 day menus. Meal Planning and Coordination * Coordinate with customers on approval of menu and support to Food Service Advisory Boards * Food Services Budget Management and Oversight * Food Supply Chain Management * Food Warehouse, Inventory Control and Material Handling * Reporting requirements (Daily, Weekly, Monthly, Quarterly, Quarterly and Annual reporting. * Experience with managing high levels of Food Services Acceptable Quality Levels. Education * NA Experience * List minimum years of experience required for position is 15 years Training Requirements * Certified ServSafe Specialized Knowledge/Skills Requirements * Experienced in Food Handling and Safety, program development. Management and training of staff * ServSafe Training for all staff * HACCP * Maintain all associated MSDS PHYSICAL REQUIRMENTS/WORKING CONDITIONS Work Conditions : * Typical assignments are frequently performed in both internal and external environments with a variety of weather conditions. Ability to work under extreme hot or cold weather conditions with exposure to dust or dirt is routine and may require the use of protective personal equipment (PPE). * Iraq is in an unstable region of the world in a physically challenging and stressful environment. It may require unusual physical exertion under unfavorable conditions including exposure to extremely hot, dusty conditions, air pollution, and uneven and rocky terrain. Personnel must be able to perform certain emergency functions to include responding to duck-and-cover alarms, quickly seeking cover in a protected bunker in five seconds or less, opening heavy doors, climbing stairs, and boarding/de- boarding helicopters on an independent basis. When traveling between the BEC and BDSC, and when traveling by vehicle outside the International Zone, employees are required to wear a helmet and body armor that together weigh a minimum of thirty (30) pounds. Depending on security conditions, the body armor and helmet may have to be worn throughout the workday. Sometimes there is a need to walk significant distances through rough and uneven terrain wearing body armor while carrying equipment and/or work materials. Movement on compound requires walking up and down several flights of stairs throughout the day. Duties will involve the conduct of work in both the indoors the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures; up to 130F degrees in the summer months, as well as extreme cold areas. Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Work may require lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations to include hostile fire during increased security threats and responses. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Security, Fire and Safety Regulations and post policies
