Job Description

MDCPS is seeking a Vendor to provide a government cloud-based software solution. The cloud-hosted environment will support the CCWIS application at maximum user capacity and the system’s database functions. The goal of the CCWIS Project will be to achieve the deployment of a CCWIS compliant system for the State of Mississippi.

The CCWIS Project will be a significant undertaking and will involve many complex processes to implement. The agency anticipates the project will take 24 to 30 months to complete and will cost approximately $30 million to implement.

The Federal Advance Planning Documents (APD), IT Analyst resource for this project will provide Technical Writing services for the CCWIS project through the Operational Phase of the project. The services for this position will inlcude, but are not limited to the following tasks:

  • Develop and maintain Federal proposals, reports, and planning documents within required timelines
  • Work closely with agency management and project teams to gain an understanding of project and related requirements to develop appropriate proposal document content
  • Organize material and complete writing assignments according to agency standards regarding order, clarity, conciseness, style, and terminology
  • Work with subject matter experts to develop content for documents and facilitate document review meetings for submission to federal sponsors on behalf of the state
  • Perform detailed writing, editing and proofreading of required supporting documentation

Required Experience:

  • Experience with government regulations as they pertain to Grant Proposal and Advance Planning Documents (APD) writing process. (5 Years)
  • Prior writing experience working in or for a government environment (5 Years)
  • Prior experience preparing Child Welfare or Human Services Advace Planning Documents (5 Years)
  • Prior experience in a procurement environment (3 Years)
  • Have exceptional written and oral communication skills (5 Years)
  • Be proficient in Microsoft Product Suites (Word, Excel, PowerPoint and Visio) (5 Years)
  • Prior experience writing grant and/or business and technical proposals or information technology planning and requirements documentation
  • Significant writing, proofreading, and editing skills.(5 Years)

Preferred Skills/Experience:

  • Experience with federal requirements for Child Welfare management systems
  • Experience in Child Welfare processes and workflows
  • Prior experience preparing information technology proposals
  • Experience utilizing time management capabilities in high-stress writing environments
  • Must be well organized and possess excellent team building, and communication skills.
