GENERAL JOB DESCRIPTION
Direct and administer maintenance and operations programs. Participate in the planning, design, review, and integration of construction projects. Responsible for the physical condition of buildings, grounds, and equipment. Responsible for short- and long-term planning and managing activities and resources to maintain the College's facilities, including leadership and supervision of maintenance, housekeeping, and grounds maintenance to provide a safe and comfortable learning, and working environment. Reports to the Vice President of Administrative Services and CFO.
Bachelor’s degree from an accredited institution.
At least five years of general facilities management experience or experience managing large-scale construction and renovation projects of at least 25,000 sq. ft.
At least five years of supervisory experience.
Knowledge of electrical, mechanical, and related systems.
Knowledge of environmental, health, and safety codes and regulations.
Ability to communicate effectively, both orally and in writing.
Generally, works in an office environment; but may sit, stand, or walk for long periods of time.
Occasional bending, stooping, reaching with the ability to lift/maneuver items weighing up to 25 pounds.
Occasional exposure to elements such as weather, noise, dust, and odors.
Evening and weekend hours and some overnight travel required.
Ability to handle a work environment that can be stressful in dealing with a wide variety of challenges and deadlines.
Bachelor's degree in Engineering, Construction Management, Facilities Management, or a related field from an accredited institution.
Facilities management and construction experience in an educational setting.
ESSENTIAL JOB FUNCTIONS
Services as the colleges Capital Projects Coordinator.
Ensure staffing is adequate for functional area duty performance.
Oversight of external service companies as related to facilities, maintenance, housekeeping, grounds, and other areas as needed.
Coordinate with all third-party contractors.
Effectively lead, guide, direct, supervise, and set priorities for facilities staff. Manage and evaluate performance and work closely with designated personnel to ensure that required safety and professional development training is completed.
Assist Campus Security personnel with emergency preparedness and response and serve as a member of the College’s Emergency Response Team. Responsible for facility safety and physical ADA compliance standards.
Develop, implement, monitor, and control operating plans, budgets, and expenditures for areas of responsibility. Direct the purchase of materials, equipment, parts, contracted services, and other services related to facilities management. Develop project requirements and establish project estimates as needed.
Establish and maintain effective working relationships with administrators, contractors, and staff personnel. Develop, plan, and manage construction and remodeling activities and projects and serve as a liaison with architects, construction managers, other construction personnel, State Construction Office, Stanly County agencies, and the administration to ensure that projects are completed on time and within budget.
Serves as College’s Capital Projects Coordinator, primarily responsible for the direction, completion, and financial outcome of construction projects to include directing activities related to contract administration, change orders, procurement, and financial projections. Schedule requirements to ensure projects are completed on time, on budget, and per expectations.
Manage sub-contractors for repairs, installations, and related activities and projects.
Assist in the development and maintenance of long-range facilities master planning.
Assist in the development of funding for construction and remodeling projects (e.g., state and county funds, bonds, and private sources).
Maintain building and campus blueprints and drawings.
Work closely with the purchasing function to plan, direct, and prepare bid specifications and documents. Assist with analyzing bids and making recommendations for awarding bids, negotiating contracts, performing cost analysis for special procurement recommendations, and maintaining current vendor resources.
Analyze and evaluate the effectiveness of facilities plans, procedures, and programs. Prepare and maintain operational plans and implement systems to measure and report performance. Develop, monitor, and maintain a preventive maintenance program to increase the efficiency and operating life of all equipment, buildings, and infrastructural systems such as electrical, mechanical, heating, air conditioning, and plumbing.
Anticipate conditions, plan, establish priorities and schedules, and meet established deadlines. Establish criteria, procedures, and schedules for facility operations and services including planned and unplanned maintenance, housekeeping (i.e., floor surfaces, furniture, equipment, and waste management), and grounds (i.e., landscaping, ice, and snow removal).
Monitor utility usage (i.e., electricity, propane gas, water) and implement energy management initiatives and projects designed to reduce energy usage and cost.
Monitor maintenance and related operations work, including the work of contractors, to ensure compliance with applicable safety, health, and environmental laws and regulations.
Serve as the College’s primary point of contact for facilities-related needs. Assist the campus community with facilities-related projects such as event coordination and work collaboratively to achieve and maintain positive and productive working relationships.
Select, train, motivate, and evaluate personnel. Coordinate staff training and professional development; counsel with employees to correct deficiencies in performance, implement disciplinary and termination procedures if necessary.
Schedule time at other campus sites as needed.
Respond to security/fire/maintenance issues or alarms on/off duty hours.
Responsible for the supervision of the College Duplicating Services and Mail/Courier and Shipping/Receiving Services.
Represent the College at a variety of meetings, functions, and committees, including construction, maintenance, and operations-related activities.
Maintain a high standard of professional and ethical practice in representing the College. Demonstrate knowledge of the field with continued adherence to professional accountability. Provide a high level of service to customers by establishing and maintaining effective working relationships and partnerships. Accept responsibility for managing situations and problems. Work cooperatively with team members and colleagues, contributing positively and constructively to the achievement of team and College objectives. Adhere to the College's policies, procedures, and other established guidelines. Perform other duties as assigned, including special projects.
