The role:

The Governance & Control  function within the Chief Operating Office of Markets and Securities Services is responsible for the design and implementation of Markets-wide frameworks and practices that are integral and fundamental to the franchise's Operational and Compliance Risk Management.  The Governance & Control group covers: 1) Compliance Risk 2) Policy, Risk Identification, Lessons Learned 3) Manager's Control Assessment Framework 4) Control Testing 5) Regulatory Engagement, 6) Governance Committees and Issue Escalations, 7) Culture, Conduct and Ethics Governance, 8) Legal Entity and Product Governance, 9) Reporting & Analytics. As part of this Governance and Control group, the Manager's Control Assessment (MCA) Framework group leads the oversight of the MCA Framework to ensure that best practices are employed across Markets and Securities Services and assist management in the monitoring and management of operational and compliance risk for the franchise. The MCA Framework group is a centralized team specializing in: designing and implementing standard solutions to meet policy and regulatory requirements and provide management with the tools to manage their operational and compliance risks.  

The group is looking for a candidate to lead the regional implementation of a new MCA Framework inclusive of content standardization, centralization of MCA management to ensure execution of a consistent and robust control environment within Markets and Securities Services. The MSS Governance & Controls MCA Framework Lead works closely with the MSS In Business Risk Teams, Business Management, Regional and Global Business Heads, 2nd and 3rd Line of Defense partners - Operational Risk Management, Independent Compliance Risk Management, Internal Audit to ensure consistent execution of the transformation initiative while keeping sight of most material risks in the franchise.  

Responsibilities:

  • Develop an understanding of the MCA Framework in accordance with Citi's Operational Risk Framework policies, standards and procedures.
  • Execute the program management of the regional MSS MCA Transformation deliverables
  • Integrates subject matter and industry expertise within a defined area.
  • Provide governance, oversight and monitoring activities in accordance with the overall MCA transformation program as specified by the PMO.
  • Provide reporting or analyze data across key deliverables, including the identification and remediation of issues and Corrective Action Plans.
  • Partner with In Business Risk teams to ensure a complete understanding of deliverables for outstanding milestones and ensure prompt escalations of issues.
  • Ensures internal reviews and external examinations are well managed with clearly evidenced controls.
  • Proactively identifies emerging risks and assists the control team with resolving control gaps and issues and helps to create corrective action plans, inclusive of root cause identification and resolution.
  • Support the COO and the Governance & Control group with ad hoc projects and deliverables to improve the groups oversight of Risk & Control across Markets and Securities Services.
  • Serve as partner on Manager Control Assessment (MCA) Quarterly Risk Assessment and the Annual Risk Assessment process.
  • Actively focus on process improvement, creating efficiencies, and ensuring proactive approach and partnership to audit management

Qualifications:

  • Strong relevant experience in management, risk management and/or regulatory compliance in one or more of the following risk disciplines: technology risk, business continuity, operational risk, supplier risk, or audit and controls. Broad knowledge of other risk areas, with strong understanding of supplier or third-party risk impact in a financial services company is a plus . Demonstrates knowledge of in-scope business and product areas
  • Project management and governance experience with demonstrated ability to achieve and exceed critical milestones. ·
  • Must have a Outstanding leadership, communication, and influencing skills as this leader will work with Sr leaders, and audit partners on a regular basis.
  • Ability to foster working relationships with other leaders across multiple lines of business and with support organizations, including auditors and regulators.
  • Demonstrated judgement and critical thinking skills.

Education:

  • Bachelor’s/University degree or equivalent experience, potentially Masters degree
