Manager III - The Corpus Christi State Supported Living Center (SSLC) is seeking a Nurse Operations Officer to join an interdisciplinary team of professionals to provide clinical care to residents of the SSLC. GENERAL JOB DESCRIPTION:
The Nursing Operations Officer supervises and performs complex professional nursing work within the scope of practice attributed to the skills of a registered nurse. Performs complex managerial work overseeing the daily operations and activities of the nursing department within the SSLC structure.
Is directly involved with the day-to-day operations of the entire nursing department structure in achieving the goal and objectives of the nursing department. Establishes and supports goals and objectives. Develops and approves schedules, priorities, and standards for achieving goals and directs evaluation activities. Supervises the Nurse Managers and the Case Manager Supervisor. May supervise the campus RNs/shift RN supervisors or their supervision may be delegated to the Nurse Managers. May delegate and/or assign to persons under their supervision portions of these duties and sufficient authority for their accomplishment but may not relinquish overall responsibility for the results. Works under the general supervision of the Chief Nurse Executive with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Plans, organizes, directs, and monitors the daily operations and activities of the Nursing Department following state supported living center and HHSC policies and procedures, state and federal rules and regulations, and ICF-IID standards in order to provide quality health services and care to individuals served by the state supported living center.
Formulates, completes, and submits department plans and data regarding the completion of plans to the Chief Nurse Executive following designated guidelines in order to optimize performance of Nursing Services.
Ensures appropriate scheduling of nursing staff in the framework of organizational resources.
Develops, implements, reviews/revises nursing policies, procedures, and practices following established guidelines in order to ensure consistent application for individuals served by state supported living centers.
Communicates and/or interfaces orally and/or in writing with other state supported living center departments, HHSC State Office, family members/guardians and other state and local entities in order to improve services, provide information, and to conduct business.
Trains all levels of staff.
Coordinates overall activities of nursing services by periodically monitoring managers/supervisors, visiting homes and other locations where services are provided, and directing evaluation activities to ensure goals and operational standards are being met.
Performs recruitment and retention activities to minimize turnover and to keep positions filled.
Monitors and participates in Positive Performance following HHSC policies and procedures to ensure that this program is applied consistently and that supervisors are trained in their roles and responsibilities.
Ensures appropriate administration of corrective and adverse actions when required.
Adheres to all policies and procedures of the facility including local, state, and federal guidelines.
Performs timely reviews and updates to all policies pertaining to nursing care, requesting input from ancillary departments as needed.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
Considerable knowledge of nursing techniques and procedures; of health care laws and regulations; of medical diagnoses and procedures; of accepted medical treatment patterns; of community health and nursing care principles, practices, and procedures; of program regulations and procedures; and of utilization review and control measures.
Working knowledge of emergency procedures and emergency equipment.
Knowledge of nursing care standards.
Knowledge of state and federal laws and ICF-IID rules, regulations, policy and procedures related to state supported living center campuses.
Ability to provide patient care; to prepare and maintain records; to explain public health law; to organize, coordinate, and evaluate nursing activities and delivery of public health services; to interpret policies and procedures; to interpret health care regulations; to recognize patterns of medical necessity treatment; and to plan, assign, and/or supervise the work of others.
Ability to appropriately interact with individuals with developmental disabilities and with staff members.
Ability to interpret regulations and communicate them effectively both orally and in writing.
Excellent verbal and written communication skills.
Ability to use computer/software and an electronic health record system.
Ability to work independently and productively with all levels of staff.
Ability to train all levels of staff.
Ability to make decisions and recommendations to campus leadership.
Must have strength and flexibility to safely perform Cardiopulmonary Resuscitation (CPR) and have the ability to maintain current CPR certification.
Registration or Licensure Requirements:
Licensed to practice as a registered nurse in the state of Texas (or a state that recognizes reciprocity through the Nurse Licensure Compact).
Initial Selection Criteria:
Two (2) years of experience as a practicing registered nurse in a health agency, hospital, or health-care facility.
Bachelor's degree is preferred.
Nursing supervisory/administrative experience is preferred.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
