Description

The Director of Permanency reports to the Chief Program Officer and is responsible to develop and manage the daily operations of Permanency Program including, Intensive Services Foster Care, Concurrent Planning, Transitional Housing-Foster Care, and Adoptions programs. The Director of Permanency leads assigned teams ensuring excellence in client care, accuracy of documentation, fiscal and resource management. The director will ensure program fidelity through the oversight and development of foster parents, social workers, licensing standards and housing programs.  The director will work in collaboration with state, county, and agency support to ensure continuous quality improvement.

Responsibilities:

  • Oversee all aspects of the development, start-up, and on-going operations of:

Intensive Services Foster Care, Transitional Housing Program-Foster Care, and Adoptions and other programs as assigned. 

  • Develop staffing plan and monitoring tools to ensure staff resources match participant needs
  • Manage a team of social workers, interns, and administrative staff
  • Ensure accuracy and effectiveness of on-going training for staff and foster parents
  • Coordinate with Community Care Licensing and County Oversight
  • Achieve and maintain program capacity goals.
  • Maintain program Fidelity.

Fiscal Management

  • Ensure program viability and fiscal sustainability
  • Develop and monitor program budgets collaboratively with CFO and CPO
  • Monitor staffing to ensure staff resources match participant needs

Quality Improvement and Compliance

  • Train and evaluate staff capacity to meet regulatory standards in documentation of services including accuracy and timeliness
  • Systematically ensure best practice standards at all-times including clinical, housing and care standards
  • Develop program evaluation and outcome measures and provide on-going and periodic management reports including utilization, quality, effectiveness and other measures as needed
  • Ensure accuracy and effectiveness of on-going training for staff and foster parents.

Marketing and Development

  • Effectively oversee grants and contracts including periodic reports as needed.
  • Act as liaison with referring parties and outside provider
  • Facilitate new business relationships and maintain existing relationships with other community resources, county agencies and community based organizations
  • Develop and monitor recruitment activities for foster parents

Qualifications

  • Master's degree or License in social/ human service field required,
  • 5 years' progressive experience working in the child welfare /foster care field preferred, including 3 years minimum in a managerial position.
  • Knowledge and use of Electronic Health Records (EHR)
  • Computer skills in Microsoft Office and designated assessment or outcome measure data entry programs
  • Strong communication, organizational, analytical, and administrative skills
  • Valid California driver's license and car insurance
  • Clearance of TB test, fingerprints, and any other mandatory State/Federal licensing or certification requirements

Position Type/Expected Hours of Work

This is a full-time exempt position. Some weekends required. Usual office hours are 9 am to 5 pm.

Travel

Local travel to various worksites is required.
