General Description of Duties
Initial salary may be up to 15% above the minimum salary based on verified related education, experience, and training above the minimum requirements.
This position performs highly independent managerial and administrative work providing leadership and coordination of recycling and sustainability services.

Both are subject to change as the needs of the County and requirements of the job change.ESSENTIAL DUTIESSupervises the Community and Outreach Coordinator. Provides clear, long and short term strategic direction. Assigns, directs and supervises the work of other employees. Recommends awards/recognition, corrective and disciplinary action. Formally reviews performance. Interviews and selects employees. Recommends pay rate. Determines the means, methods and materials for performing work. Plans the work operation and assigns or approves work hours. Develops and oversees waste reduction strategic planning and education programs. Develops and oversees a comprehensive education program to minimize waste in the community. Assimilates, collects and analyzes data to measure effectiveness and efficiency of waste reduction programs. Conducts studies and implements plans to increase percentage of participating recycling waste diversion programs. Participates in the preparation of the educational budget which includes review and negotiation of recycling contracts.Develops programing and policy to increase awareness of Resource Stewardship. Coordinates internal and external communications. Researches and pursues grants and other funding mechanisms. Coordinates and documents performance measures along with preparation of required reports. Serves as primary lead in the planning and implementation for sustainability initiatives and projects.Facilitates and strengthens Internal and External Relationships. Develops and maintains strong relationships with sustainability and waste reduction partners. Serves as a liaison with community and business organizations seeking information and support. Develops and maintains strong working relationships with directors in other program areas internal to Leon County. OTHER IMPORTANT OR MARGINAL DUTIESNoneKNOWLEDGE, SKILLS, AND ABILITIESKnowledge of administrative principles and practices, including goal setting and time management. Knowledge of Solid Waste, Recycling, and Waste Reduction. Strong proficiency in Microsoft Word, Excel, and Powerpoint. Skills demonstrated in working across sectors and demographics, bridging siloes, and facilitating coalition-based actions. Ability to communicate clearly and effectively both orally and in writing. Ability to manage and prioritize multiple tasks and to work with shifting priorities and schedules. Ability to prioritize initiatives and proposals through consideration of time, resources, budget, capability, program goals, and objectives. Ability to use independent judgment in the absence of supervisor. Ability to follow through on assignments with attention to detail. Ability to forge consensus and motivate joint activities among operational staff, advocates and activists, government officials, and local businesses and institutions. Ability to produce clear written documentation for technical and non-technical audiences. Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to devise and carry out data collection and analysis methodology to demonstrate the failure/success of programs implemented in a complex environment with many constraints. Ability and interest in performing as both a leader and a team member in the context of municipal government. Ability to lift/carry up to 20 pounds. COMPLEXITY OF WORKThe duties of this position involve executing independent judgment , initiative and ingenuity. Multiple projects in varying stages of implementation are time sensitive. Deadlines are met to the best of the Division's ability, considering availability and unforeseen emergencies taking priority over others.
