DUTIES/RESPONSIBILITIES:• Serve at the direction of the Mayor. Supervise General Clerks and clerical staff. Prepare, delegate, manage, train and coordinate work activities.• Act as Public Records Officer for record retention per State Auditor and Archival requirements.• Maintain working relationship with the Mayor, Council and Federal, County and State agencies, private corporations, businesses and the general public.• Prepare and maintain financial/administration of annual budget and amendments to ensure accurate accounting, debt management and financial planning.• Oversee customer service, information services, and records management that encompass accounting, accounts payable, accounts receivable, payroll, cash transactions and the general ledger.• Manage loans, investments, cash management, grant management, bond management, LID management and audit control.• Responsible for preparation, publication and distribution of agenda packages, recording of minutes for all meetings, workshops and public hearings.• Maintain records of all ordinances, resolutions, contracts and legal documents under the direction and approval by the Mayor and City Attorney.• Act as liaison between the general public, Mayor, staff and contractors/ subcontractors as directed.• Oversee revenue, payroll, petty cash, and personnel files.• Maintain excellent phone and communication skills.• Oversee building permits, receipts, bank accounts, insurance, bonds, union agreements and water & sewer administrative duties.• Prepare job descriptions for city staff.
