The Position 

We are seeking a Senior Program Manager to oversee What Works Cities - one of the largest-ever philanthropic efforts to improve cities' use of data and evidence. In this role we will trust you to monitor and ensure success of program initiatives and to provide strategic guidance for program expansion and scale. You'll serve as a "thought partner" to grantees and partners, helping to solve problems and drive project success.

You will also provide day-to-day management and oversight of multi-million dollar, multi-year investments in key cities. You will be joining our team at a critical time, as Bloomberg Philanthropies is significantly scaling up its data programming across the Americas; for the first time, Latin American and Canadian cities are eligible to participate in these robust technical assistance and networking efforts.

Essential Duties and Responsibilities 
  • Coordinate What Works Cities program initiatives supporting cities across the United States, and potentially cities around the world, ensuring initiatives meet impact targets.
  • Commission partners, consultants, and technical specialists to help mayors and their key staff lead with data and track impact in their cities.
  • Collaborate with program partners and the Bloomberg Cities Content Unit to develop compelling stories of impact from across What Works Cities initiatives.
  • Help program partners devise strategies for dissemination of best practices to help more cities adopt proven solutions.
  • Be responsible for executing grant agreements with key partners and monitoring spending to ensure appropriate use of Bloomberg Philanthropies' investments.
  • Manage program staff as required, including helping them set goals for the year, supervise ongoing assignments, and elevate issues to senior management, as needed. 
  • Ensure coordination between the programs and the broader portfolio of Government Innovation activities.
  • Provide status reports to leaders in the organization to highlight What Works Cities progress and stories of success.
  • Offer expertise to the Government Innovation team on the use of data and evidence in cities, stay on top of the latest trends and research, and represent the foundation to external audiences.

Qualifications of the Ideal Candidate: 
  • A minimum of ten years of relevant, full-time work experience in government, consulting, public policy and/or related field; direct experience in local government preferred.
  • Highest standards of ethics and integrity, with a history of working in environments that require discretion and confidentiality.
  • Outstanding interpersonal skills required to build relationships within the Foundation, current and potential grantees, government officials, organizations, and important thought partners and influencers.
  • An ability to be a creative problem-solver paired with the ability to influence and inspire others to achieve objectives.
  • Keen organizational skills, including strong capacity to lead simultaneous projects and successfully prioritize multiple tasks with sound judgment within a fast-paced organization.
  • Excellent written and oral communication skills, with a proven capacity to synthesize information and translate big ideas into meaningful plans.
  • Demonstrated track record of delivering high-quality results.
  • Willingness to participate in both critical thinking and administrative tasks, operating with a collaborative working style.
  • Bachelor's degree required; Master's degree in business, policy, urban planning or a related field preferred.

We'd love to see: 
  • Understanding and experience with human-centered design, open innovation methods, data analytics, open data movement and citizen engagement a plus.
