Job ID: 5245 SDL is seeking a highly skilled and experienced Subcontracts Administrator to join our rapidly growing organization. In this position, a successful candidate will manage a portfolio of various federal and commercial subcontracts. This position will be expected to maintain compliance with federal and state regulations, as well as internal company policies and procedures. This position will coordinate closely with the prime contracts group, quality assurance, program management, property, accounting, and other internal/external stakeholders. SDL offers competitive salaries and fantastic benefits, including: * Flexible work schedules that fit your style-every Friday off, every other Friday off, or simply traditional hours * Generous paid leisure and sick leave, ensuring you never miss a special event * Favorable company locations with average commute times of less than 15 minutes * High-quality, low-cost health, dental, and life insurance * A 14.2% employer retirement contribution into a 401(a) account-no matching required! * Utah State University undergraduate tuition discounts of 50%, full reimbursement for graduate tuition, and free course audits for employees and dependents meeting eligibility requirements * A great, highly educated team that works together to solve some of the most fascinating problems on (and off) our planet * We are a growing company that maintains both a family feel and high retention rate with over 90% job satisfaction * Relocation assistance available for most positions Responsibilities: * Creation of requests for proposals to include the incorporation of necessary evaluation criteria, preparation of subcontracts, consulting agreements, service contracts, and construction contracts * Additional responsibilities include negotiating NDA's, preparing for and supporting audits, identifying opportunities for competitive procurements, and subcontract closeouts * With high degree of oversight, performs the following: * Drafts and edits, subcontracts, teaming agreements and other contracting vehicles, submits to cognizant Subcontracts Administrator or Manager for review and signature as necessary * Reviews incoming subcontracts to ensure that appropriate clauses and terms and conditions are incorporated * Performs pre-negotiation fact-finding research to support negotiations as delegated * Processes subcontract invoices as delegated * Ensures that subcontract actions are properly executed with all required authorizations and signatures, and properly prepares, maintains, and closes out files Required Qualifications: * BS degree in business administration, supply chain management, political science, or other relevant degree OR equivalent experience * Attention to detail and the ability to clearly and concisely express ideas and positions, both verbally and in writing to all levels of resources * Well-developed computer skills including Microsoft Office, web browsers, and database packages * Must be a U.S. Citizen and be able to obtain a U.S. Government Security Clearance * Experience in vendor management, federal, state, or commercial procurement * Working knowledge regarding pre-award activities, subcontractor risk assessment techniques, market research, evaluation criteria, federal flow-down clauses, cost/price analysis, and audit standards * Strong working knowledge of sourcing and procurement techniques in the federal defense and aerospace market * Demonstrated experience in developing and maintaining standards for differing subcontract and procurement types * Demonstrated experience with complex subcontract negotiations * Decision making and time management skills * Ability to work well with numbers and track and report against key functional metrics * Exceptional verbal and written communications skills * Well-developed computer skills including Microsoft Office (Word, Excel, Power Point), and database packages Preferred Qualifications: * MBA, MS, MPA, or directly related graduate degree are preferred * Certified Purchasing Manager (CPM), Certified Professional Contract Management (CPCM), or related professional credentials are a plus * Knowledge of, and experience in, a sole source business environment * Working knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), agency supplements, and Uniform Commercial Code (UCC) * Knowledge of and or experience with Federal Contractor Purchasing System Review (CPSR) audits * Knowledge of International Traffic in Arms (ITAR) regulations and related regulatory constructs At the Space Dynamics Laboratory (SDL), we support a variety of missions, including NASA's vision to reveal the unknown for the benefit of humankind and the Department of Defense's aim to protect our Nation on the ground, in the air, and in space.
